Compliance Coordinator (Internal Audit)

Generic responsibilities   Evaluate the soundness, adequacy, and effectiveness of operating policies, procedures, and controls, in the areas of programme, finance, HR, administration, and logistics and procurement and make recommendations for improvements in accordance with NRC’s operational standards as expressed in the various policy documents, handbooks and other guidelines. and Monitor compliance in the implementation of NRC’s policies, procedures and controls through regular spot checks, field visits and in-depth reviews. In collaboration with programme and support staff, develop a standard filing and referencing system which ensures that complete documentation exists for all transactions. At the direction of the Head of Support, support in the investigation of allegations of suspected fraud or misconduct and produce required reports Develop action plans to implement recommendations made in internal and external audits and evaluations. Provide support and follow up on the implementation of the action plans. Ensure that annual self-assessment forms are correctly filled and submitted to HO and gaps identified are follow up so that there is a clear improvement year on year.  Prepare internal audit reports for each field area visit for submission to the CMG and ensure follow up/implementation of recommendations given Support to programme and finance teams to prepare for audits. Conduct trainings on topics such as internal controls, fraud detection and reporting, anti-corruption and investigation. Develop or adapt training materials as necessary.   Specific responsibilities   Under the guidance of the Head of Support develop corruption risk mapping procedures and follow up processes Work with each field area/department  in order to compile location based corruption risk mapping and score cards Give feedback on developed SOPs to ensure they are in line with NRC procedures Ensure adherence with NRC operational standards across NRC Lebanon Ensure the adherence of NRC set regulations Lebanese laws and best practice and advise accordingly Ensure corruption risk mapping is updated quarterly Provide quarterly reporting to the CMG   Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: Interface with Program Department: Program issues and M&E team Interface with finance, HR and Logs Dept: Support matters and compliance Interface with Security Unit: Security issues Auditors (internal/external) NRC Partners Potentially donors and beneficiaries   1.      Competencies Competencies are important in order for the employee and the organisation to deliver desired results. Professional competencies These are skills, knowledge and experience that are important for effective performance.   Generic professional competencies for this position:   Essential qualifications: Masters’ degree in relevant university field (economics, public administration and similar) Experience from working in a similar role in a humanitarian/recovery context Full proficiency in spoken and written English Preferably an audit and/ or investigator qualification   Context related skills, knowledge and experience: Minimum 3-5 years’ experience working as an auditor / compliance role, preferably including experience in an internal audit function and in the NGO sector. Working experience with international donor guidelines Systematic mind-set, attention to detail and capability of structuring a large amount of information in an easy accessible way.   2.
