Assignment
Under the supervision of the Program Coordinator, the Agriculture Project Manager is responsible for the timely and appropriate implementation of agricultural activities in the field, in accordance with the approach and methodology described in the project.
1. Background
ACTED is an NGO registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. Since 2013, ACTED has been implementing community-level programming in Akkar supporting public service delivery and social cohesion.
2. Functions
The Project Manager will be fully responsible of the management and implementation of ACTED’s Agricultural program funded by EuropeAid. This will include: Program planning, reporting on daily implementation, and coordinating with relevant stakeholders (Partner NGOs, local authorities, finance officer, program staff, and targeted community beneficiaries).
The Agriculture Project Manager shall be responsible for:
2.1 Assessment of target communities
- Developing community assessment methodology in coordination with the AME department/Program Coordinator
- Conducting preliminary interviews with municipality representatives to present the project objectives
- Conducting needs assessment in target areas in collaboration with local authorities and/or local partners
- Analysing assessment results and developing recommended project methodologies
2.2 Implementation of agricultural activities
- Develop detailed workplan and overseeing the implementation of agricultural activities through local partners and directly, updating work plan accordingly on a weekly basis;
- Determining technical specifications and quantities needed for project activities in coordination with local partner;
- Development of technical trainings or guidelines as required for project activities;
- Providing daily and weekly progress reports and a bi-weekly update of the project management framework;
- Ensuring that project activities are in line with ACTED’s program strategy, and in particular programs are climate smart and mitigate risk;
2.3 Coordination and external representation
- Attending area-level coordination meetings to avoid duplication of activities with other agencies
- Bilateral coordination with CBOs and other NGOs to avoid duplication and collect information on gaps and needs
2.4 Compliance with ACTED FLAT procedures
- Training of partner staff on ACTED finance, logistics, and audit procedures in collaboration with the FLAT Officer and monitoring of proper implementation by local partner;
- Review of Budget Follow Up and liaising on regular basis with finance department to ensure all project expenditures are in line with budget forecasts
- Supporting the AME department in conducting monitoring and evaluation activities;
- Liaising with other departments to ensure FLAT procedures are respected for all project activities.
2.5 Accountability to Communities and Beneficiaries
The Project Manager is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every ACTED staff member.
3. Knowledge, skills
- Technical degree in Agricultural studies – particular expertise in micro-gardening, beekeeping or olive cultivation and value added products are a plus
- Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context
- Excellent interpersonal skills and external relations;
- Excellent organizational skills and attention to detail
- Strong written expression and basic computer skills
- Independent, adaptable, flexible and hard working
- Strong humanitarian motivation and understanding of international assistance
4. Qualifications and Experience
- Bachelor Degree with experience in project management and technical implementation;
- Proven experience in dealing with local stakeholders;
- Prior experience using basic computer software required, notably in word and excel;
- Prior experience in staff training or capacity building preferred;
- Previous experience working with a variety of stakeholders in humanitarian or development aid.
- Willingness to work in high security risk areas
