Agriculture Officer (Lebanese Nationals Only)

Assignment Under the supervision of the Project Manager, the Agriculture Officer is responsible for the technical implementation of agricultural activities in the field, in accordance with the approach and methodology described in the project.   **Please note: This is a local position. Only Lebanese citizens are eligible to apply.** 1.      Background ACTED is an NGO registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. Since 2013, ACTED has been implementing community-level programming in Akkar supporting public service delivery and social cohesion.   2.      Functions The Agriculture Officer will be called to support field implementation of ACTED’s agriculture activities primarily in Beirut, with potential movement to the North or the South to support other agricultural project initiatives. This will include: conducting household assessments, designing technical specifications for project inputs, verifying quality of inputs to be provided, conducting field trainings to project beneficiaries, distributing agricultural inputs etc.   The Agriculture Officer shall be responsible for:   2.1  Assessment of target communities -       Conducting preliminary interviews with municipality representatives to present the project objectives -       Conducting needs assessment in target areas in collaboration, potentially in collaboration with local partners -       Analysing assessment results and developing recommended project methodologies   2.2  Implementation of agricultural activities   -       Conducting project activities as per project workplan developed by the project manager; -       Conducting daily report of field activities achieved and providing detailed information on beneficiaries targeted to ACTED data management department; -       Determining technical specifications and quantities needed for project activities in coordination with project manager/local partner as relevant; -       Development  and roll out of technical trainings or guidelines as required for project activities; -       Ensuring that project activities are in line with ACTED’s program strategy, and in particular programs are climate smart and mitigate risk;   2.3  Coordination and external representation -       Attending area-level coordination meetings to avoid duplication of activities with other agencies as requested   2.4  Compliance with ACTED FLAT procedures   -       Ensuring all field based activities are documented in a compliant fashion as requested by the project manager and ACTED FLAT department; -       Liaising with other departments to ensure FLAT procedures are respected for all project activities. 2.5  Accountability to Communities and Beneficiaries The Agriculture officer is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED staff member.   3.      Knowledge, skills -          Technical degree in Agricultural studies – particular expertise in micro-gardening, beekeeping or olive production a plus. -          Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context -          Excellent interpersonal skills and external relations; -          Excellent organizational skills and attention to detail -          Strong written expression and basic computer skills -          Independent, adaptable, flexible and hard working -          Strong humanitarian motivation and understanding of international assistance 4.      Qualifications and Experience -          Bachelor Degree with experience in technical implementation; -          Experience in dealing with local stakeholders is valued; -          Prior experience using basic computer software required, notably in word and excel; -          Previous experience working with a variety of stakeholders in humanitarian or development aid is also an asset.
