Background: Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. The agency pursues its mission through emergency relief services, sustainable community development, partnering closely with civil society, and facilitating economic development. Mercy Corps has been present in the Middle East since the 1980s and currently has offices in Yemen, Lebanon, Palestine, Jordan, Syria, and Iraq. Working in Lebanon since 1993, Mercy Corps has implemented community development programs focused on promoting economic development and increased opportunity for disadvantaged communities, while at the same time responding to emergencies as they occur in the country.  In 2012, the program portfolio shifted in response to the massive refugee influx from Syria. Since then, Mercy Corps Lebanon has solidified its portfolio, integrating emergency response programming with longer-term development programming by focusing on the following key sectors: Child and Youth Protection, Water Sanitation and Hygiene (WASH), Local Governance and Conflict Mitigation, Agriculture, Livelihoods and Economic Development, and Food Security.    Description: The country program in Lebanon has grown significantly in the past couple of years, as a result MC teams have increased in size and number. The central office in Beirut has grown from an apartment to a multi-story building and there are currently four field offices in various parts of the country. The capacity of the HR unit has been increasing in order to cope with the continuous need to hire additional staff and to manage the requirements and process the paperwork required by the Lebanese Labor law. In addition, the HR unit has been providing support to the regional office and visitors in terms of applying and processing work visas. Mercy Corps has been relying heavily on getting legal advice as appropriate but there is a need to elevate the capacity of the HR.   Consultant Objectives: Mercy Corps Lebanon is looking to engage a consultant to help review a few HR related matters to ensure compliance with local rules and regulations and enhance the capacity of the current team as the country office continues to grow and diversify its programs and activities. Activities include the review and update of the personnel manual, salary scale, performance and promotion procedures in addition to other related matters in order strengthen HR processes while ensuring consistency, transparency and fairness. The expected duration of this consultancy is for 15 work days between May 01, 2016 and June 15, 2016.   The Consultant will:   ·         Review the personnel manual (2010 version), provide general feedback and recommendations with regards to compliance with the Labor law, identify missing parts that need to be added and revise it after getting feedback from the Senior Management Team. ·         Assess the salary scale, job categories and job titles and validate salary steps. Suggest sufficient details (like years of experience, university level, NGO experience and other important criteria) that would help in making salary offers consistent and objective. ·         Review the process of conducting staff performance reviews and suggest modifications to the procedure and approach if needed, as well as identify needs for training. ·         Review salary increase process and provide an effective and consistent policy in cases that are not related to change in position or specific promotion. ·         Review job promotion policy for existing staff and suggest change in process if needed. ·         Review employment contract durations and extension policy (i.e. 6 months vs 1 year vs until end of program, and dedicated program staff vs support staff) and suggest changes if needed. ·         Suggest new and additional recruitment channels and options (other than Daleel-Madani and headhunting firm) ·         Review accrued leave policy and transfer of leave days after employment contract end date in light of current 21 day annual leave cap. ·         Suggest online CV application database. ·         Help develop HR flowcharts and visualize processes to clarify them and share with the rest of the team ·         Provide advice regarding existing contract renewal forms in compliance with Lebanese labor law. ·         Review draft policy for conducting annual reviews on a set fixed date and provide feedback and suggest rollout plan that reserves the right for proportional salary increase for staff whose upcoming performance anniversary does not fall on the set fixed date. ·         Review public holiday policy in light of governmental decrees that announce holidays outside of approved annual holiday list. ·         Review working hours’ policy to be compliant with Lebanese Labor Law and make sure that this is clearly reflected in the personnel manual. ·         Check the Medical Care insurance package and provide recommendations for modification if needed to be consistent with what other peer agencies offer their staff.     Consultant Deliverables: The Consultant will complete the following: ü  Prepare a brief report on findings and recommendations that are needed to revise the personnel manual and procedures associated with it. ü  Brief the Senior Management Team on the main findings and recommendations to revise the personnel manual and improve the existing systems and processes. ü  Provide revised version of the personnel manual and other documents that were covered by the consultancy. ü  Detailed process flowcharts for HR processes that can be shared with all relevant staff to better understand what is required, when and timeframes. ü  Roll-out plan  and communication plan for annual performance reviews of national staff at a fixed ü  Detailed guidance for managers to do annual performance reviews of staff, ensuring 360 feedback and preparation of workplan   Qualifications: -          Minimum 10 years experience in human resource management or Public Administration, in Lebanon. -          Extensive knowledge of the Lebanese Labor Law -          Advanced university degree or specialization in HR -          Experience in working on change management issues within an INGO. -          At least five years managerial experience dealing with team and organizational building, preferably in INGOs; -          Excellent skills in project management demonstrated in previous jobs; -          Proven track record in working effectively within multidisciplinary teams. -          Computer proficiency in standard office applications -          Excellent communication, interpersonal and team building skills; -          Fluency in English.     The Consultant will report to:  Country Director and Operations Director   The Consultant will work closely with: HR and Finance teams     Submission guidelines: Applicants are requested to submit their CV by email to reception@lb.mercycorps.org   1) Please mention the title "HR Consultancy" in the subject of the email.   2) Applicants must submit their daily consulting rate, along with a list of consultancies conducted in the last 3 years with corresponding remuneration. 3) Applicants should also submit a list of 3 references with names, emails and phone numbers of previous clients.   Payment: Based on invoices specifying on the number of days worked (based on 8 hours work per day), with an approved consultant deliverable report.      Other Considerations: Mercy Corps reserves the right to hire multiple consultants under this scope of work, or none at all.  Mercy Corps will review applications on a rolling basis, so applicants are encouraged to submit applications at any time.  Only those applications found most promising will be contacted by Mercy Corps.  Target response time will be one week from the date of submission.
