Medical Coodinator (M/f)

For more than 35 years, Médecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.   MdM currently works in 41 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.   Since 2011 the conflict between the Syrian army and the opposition has resulted in massive displacements of population within the country and into neighboring countries, particularly to Lebanon, Jordan and Turkey. Following assessments in these countries, MdM activities started on Syrian borders in May 2012, offering primary and specialized healthcare services for refugee and displaced Syrian populations.   MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. Currently, medical assistance is provided through 3 partners in 4 primary healthcare centers (PHCCs): 1 in West Bekaa, 1 in Central Bekaa and 2 in North Bekaa. MdM is also providing mental health and psycho-social support (MHPSS) services to Syrian refugees and vulnerable Lebanese in 3 centers in the Bekaa.   To implement and monitor the activities, the mission in Lebanon has been set up with a team of 30 people managed by 5 coordinators. The position of Medical Coordinator is part of the country coordination team.     TASKS AND RESPONSABILITIES   As Medical Coordinator you work under the direct supervision of the General Coordinator. Being the responsible for the PHC activities, you will work closely with the Mental Health Coordinator (in charge of all MHPSS activities) as well as the Logistics and Administrative Coordinator and the Program Coordinator. In the country, you are the direct supervisor of the Medical Coordinator Assistant.   You are responsible for: - Medical program management and partner support - Management of medical stock and logistic chain for medical procurement - Coordination with partners and UNHCR   More specifically, your main responsibilities include to:   1. Medical program management and partner support - Contribute to the development of MdM strategy with the general coordinator (needs assessment, increase efficiency, implementation adjustment of medical activities) - Ensure the implementation, the quality and the consistence of the medical component of the program (training of doctors, training on health education, capacity building on reporting, pharmacy management etc.) with partners and Program Coordinator - Monitor the public health context and challenges and the different activities by partners as defined in MOUs - Monitor and analyze the medical data on a regular basis in coordination with the Program Coordinator - Suggest any corrective measures to adapt the program if necessary (outbreaks, new needs arising, influx of returnees, IDPs, etc.) - Manage the budget related to medical activities   2. Management of medical stock and logistic chain for medical procurement - Ensure medical activities have needed equipment, material and drugs to function - Support the medical procurement process in term of need assessment and quality check - Support the supervision of the pharmacy qualitative and storage conditions (consumptions, orders and inventory) in cooperation with logistic team - Coordinate with the Logistics and Administrative Coordinator regarding budgeting related to medical procurement   3. Coordination with partners and UNHCR - Participate in regular coordination meetings with partners and other actors in the Bekaa (UN, NGOs, etc.) - Report attended meetings with partners and share information with the coordination team - Facilitate coordination between MdM partners and other humanitarian actors when needed - Support the General Coordinator in drafting of proposals   4. Reporting - Support the General Coordinator in the monthly reporting and drafting proposal to potential donors - Ensure the production of summaries and analysis of the data collected and compiled when required - Work in close collaboration with the Regional Medical Coordinator to ensure information sharing with the Regional Office   5. Team management - Manage the Medical Coordinator Assistant under your direct supervision - Plan annual leaves for your team members to ensure there is sufficient resource available at all times - Carry out annual reviews for your team members     This list of activities is not exhaustive and may change depending on the situation.   SKILLS AND EXPERIENCE NEEDED   You are committed to MdM values as an organization and motivated by its non-statutory, NFP model.   Professional skills and experience required: - Medical doctor (Master degree in public health an added value) - Experience in humanitarian and development context - Experience of coordinating and preparing strong narrative reports - Experience in capacity building and in working with partners (medical and non-medical staff) - Understanding of compliance to the UN as a donor, an asset - Ability to work in a volatile security context and to apply strict security rules - Ability to manage a team and work with partners in a multi-cultural setting - Ability to have a global overview of a program and long-term strategy   Personal skills and experience required: - Capacity to work with partners and not direct program implementation - Good organizational skills, including time management, and rigor - Ability to manage priorities and to meet deadlines as well as work under pressure - Ability to take quick decisions according to the context in coordination with the team - Reactivity, anticipation, adaptability, ability to take initiatives to changing requirements - Excellent written and oral communication skills - Ability to listen and to be diplomatic - Team spirit     MdM stands up for the integration of people living with disabilities and fights against discrimination.
