General objective of the job
The Finance Manager is responsible for Financial Management and Budget Control that includes ensuring bookkeeping is done in a timely and accurate manner and complies with the relevant accounting principles.
The Finance Manager functions as the organizations accountant. In this role the Finance Manager is responsible for monitoring the bookkeeping of War Child Lebanon adheres to the international accounting standards.
S/he supervises the Finance Officers, including their performance enhancement/management.
S/he monitors and guides administrative staff and project coordinators on how to keep the books.
S/he ensures that the financial reports and audits are prepared and submitted to the OSM on schedule
S/he builds the capacity of Finance Officers.
Position in the organisation
The Finance Manager is part of the Operations Support department reporting to the Operation Support Manager.
S/he manages Finance Officers and Finance Assistants.
Result areas
1. Financial Management
Facilitates the preparation of financial reports to donors by assuring that the bookkeeping contains the requested data.
Reviews of monthly field bookkeeping reports (partly delegated) and give feedback to project coordinators on use of codes, prices of goods and monitors balances on advances, and cash disparities etc.
Prepares the country financial reports and then submits them to the OSM.
Makes overviews of regular payments such as tenancy contracts, licenses, insurances and other regular payments and make sure these are updated/paid in a timely manner.
Prepare financial reports for donors and submit them to OSM for review and submission.
Result: Finances are handled in such matter that all financial documents are done according to international auditing standards
2. Budget control/monitoring:
Tracks and monitoring of expenditures on different budget lines and cost groups
Reports findings, such large deviations, unusual spending, different (booking) procedures are used by the different projects, to the OSM.
Result: Financial administrative tasks are handled in such a way that a filing system is in place.
3. Supervision and Capacity Building
Supervises the Finance Officers and Finance Assistants in finance/accounts data entry roles
Contributes to capacity building of all finance staff within WCH and of partner organizations.
Contribute to capacity building of non-financial staff on financial and bookkeeping aspects of project management.
Any other task assigned by the OSM
Result: War Child Lebanon staff have the needed financial knowledge and skills.
4. Child protection concerns are raised and addressed according to international and internal standards
Reports any child protection concern identified within the organization at all levels to the Child Safety focal point, in full confidentiality and best interest of the child
Consults with the CP specialist on child protection concerns identified from program’s staff and field to inform program development
Ensures all staff under supervision has read, understood and signed the Child Safety policy and Code of conduct, and is aware of terms and conditions, in coordination with HR and the CP specialist
Provides support to staff on identifying and reporting child protection concerns, both inside and outside the organization, in coordination with the CP specialist
Ensures staff receives regular child protection sessions, in coordination with the CP specialist
Promotes a culture of openness and transparency among staff in discussing child protection concerns through regular meetings and maintaining confidentiality
Ensures that partnerships agreements include clear commitment to respond to child protection concerns, through signing a child protection policy and regular trainings and coaching
Ensures that child safety is applied throughout program management cycle, including procurement, communication, finance
Knowledge and Experience
Bachelor Degree in Finance, Accounting or similar degree
Minimum of 3 years’ experience in similar positions with an NGO for an EU- or UNICEF/UNHCR funded project is a must.
