Objective of the job
The purpose of the PDA Planning, Monitoring and Evaluation (PM&E) position is to actively lead War Child Holland’s planning, monitoring and evaluation practices in introducing, developing and implementing systems and tools.
The PM&E leads in the systematic collection of data, and ensures the effective use of M&E to inform programming and measure impact.
The PDA PM&E plays a key role in capacity building of staff, partners and relevant actors in the country programs.
Position within the organisation
The PDA PM&E is part of the Program Development Department and reports directly to the Program Development Manager.
She/he works closely with other Specialists, with the Country Director, Program Managers and Project Coordinators and with counterparts of other organizations within relevant networks.
Result areas
Implementation of Planning, Monitoring, Evaluation standards, guidelines, methods and tools
- Ensures the proper development of M&E plans and monitors PM&E related aspects of projects;
- Ensures the monitoring components of projects are implemented by training, guiding and supporting the national staff of War Child and implementing partner organisations;
Develops and trains on guidelines, methods and tools in the field of M&E, including measurement of effectiveness, impact outcome and output;
Designs new data collection tools as and when required;
Gives proactive advice to the PDM, PM and CD on necessary adjustments in programme content, direction and implementation;
Supports program staff and local partners in the implementation of the M&E tools;
Works towards the successful phase out of projects;
Provides oversight and management of data and information systems
Assists program teams to use a Management Information System (MIS) to support data collection, analysis and reporting needs.
Assists in the processing, analysis and reporting of program data where needed.
Maintains a comprehensive schedule of private and institutional funding reports for programs and review project/program reports to ensure that reports contain accurate, clear, and high-quality data in required formats;
Develop and/or streamline program and operational reporting templates that facilitate the acquisition, aggregation and flow of information in programs;
Support Head Office in the development of a country-level M&E database for capturing program-level data which is aligned with country strategic and annual plan;
Capacity Building of WCH staff and partners
Supports and builds capacity of the local partner and War Child staff to ensure quality and timely monitoring of the programmes;
Supports program design to ensure adherence to WCH standards
Assists in the recruitment of competent M&E program staff and organize the program teams to perform M&E activities according to established WCH standards and protocols.
Provides guidance, recommendations, supervision, and leadership to ensure that the M&E systems meet the needs of programs, managers, and senior leadership.
Addresses shortfalls in monitoring, evaluation and information management that affect program implementation;
Take the lead in aligning, collecting and reporting on relevant indicators to the organizational-wide M&E system, LCRP, 6 and 12M, etc.
Internal and External Coordination
Coordinates closely with Program Development Manager and advises technical PDAs (Education, Psychosocial Support and Child Protection) on the practicality of technical checklists and other monitoring protocols and procedures;
Takes the lead in internal evaluations;
Supports in process of external evaluations: write ToR, search and select evaluators (with procurement committee) provide input in evaluation.
Supports in internal and external report writing;
Strengthens linkages with other internal resources to enhance organizational learning where relevant to PM&E.
Provides support to and coordinate between offices and programs in all aspects of country-relevant PM&E and information management in country and with HO;
Participates in M&E-related working groups and maintain close working relationships with PM&E counterparts in other relevant international NGOs, and local NGOs and associations in Lebanon;
Represents WCH externally, in relevant platforms/networks focused on PM&E programming;
Strategic Leadership
Provides advice, in collaboration with the Programme Development Manager, and the Country Director to programs in all aspects of PM&E and information management;
Participates in the facilitation of country and sector-level strategic planning sessions, assisting program managers, PDM, CD in the development of their annual plans.
Actively participates in team meetings and country-wide strategy/information management sessions.
Supports in writing of internal and donor narrative reports.
Knowledge and experience
Relevant academic background (eg: development, statistics, demography, social science)
Knowledge of quantitative and qualitative monitoring & evaluation systems and tools;
Minimum 2-4 years of active PM&E experience in development programming required;
Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products;
Experience in data analysis and assessments;
Experience with a range of institutional donors such as UNICEF, UNHCR
Excellent computer skills, including experience with: Excel, PowerPoint, Publisher, SPSS, Access, SQL, and any other statistical packages;
Background in programming and database management strongly preferred
Commitment to local capacity building and the ability to engage local stakeholders in the project design and implementation.
