This position involves the following tasks:
Under direct supervision of the Hospital Administrator (and in close contact with the Sub Delegation Administrator) the Human Resources Assistant Tripoli Hospital provides HR and administrative support, and delivers HR services for all employees under his/her scope of responsibility, in accordance with ICRC principles and values as well as delegation’s policies and applicable laws and regulations
Main Responsibilities and Tasks
Promote and apply equity and neutrality as part of the culture of the organization
Apply HR policies consistently
Keep her/himself well aware of employment laws, and liaises with technical supervisor (HRR and HRM) for legal issues and when appropriate
Proactively contribute to create and maintain a solid team spirit, efficient collaboration and cooperation within the Team, based on open, constructive and respectful communication
Communicate and act with caring attitude, openness and true respect, offering qualitative HR support and services
On an ad hoc basis, be able to replace the HR Assistant for the Sub Delegation
HR Administration
Collet and maintain employee’s records, incl. job description and staff lists
Collect, follow-up and register holidays and absences reports
Prepare and edit all HR related documents, certificates and correspondence
Follow-up roster with the in charge of each departments or units (hospitalisation, Operating Theatre, Post-operative, Physiotherapy etc.)
Keep track of appraisal and appraisal cycle
Renews ICRC ID cards
Ensures archiving of HR documents/payroll information in accordance to local legal obligations and ICRC instructions
Ensures information flow for HR issues between Administration SD TRP, WTTC and main delegation Beirut (HR)
Support to Hospital Administration
Support Administration in the preparation of payments on Services Contracts or external contractors
Follow up the Organigram of the Hospital
Group data on an Annual table reflecting all types of absences by sector (wards) for the forthcoming months to avoid shortage or ill distribution of staff between hospitals
Recruitment
Manage recruitment process (vacancy posting, administer candidates’ applications, selection, hiring, probation period).
Inform and assist hiring managers and candidates for positions under scope of responsibility up to supervisors’ level.
Manage contract termination process timely and accurately according HR guidelines
Employees’ relation, counselling and follow-up
Act as point of contact for the employees under scope of responsibility and build a trustful relationship
Provide information and support to employees and managers on all HR related matters (promotion, career development, training, employee’s relation, disciplinary measures, etc.)
Proactively follow up performance management process
Ensures that approved policies are applied
Minimum required knowledge & experience:
High school or professional diploma
3 - 5 years’ work experience in a Human resources function
Proven organization and time management skills,
Capacity to take ownership of own tasks, with rigor and professionalism
Excellent communication and listening skills
Good knowledge of written and spoken English, French an asset
Computer literate
Capacity to apply ICRC rules and procedures
Capacity of treating information confidentially
REMARK: Working base: Tripoli (Support for both Tripoli Hospital and Tripoli SubDelegation)Working status: Part Time 60% Rotating schedule Morning and Afternoon.
