Shelter Specialist

These attitudes and beliefs shall guide our actions and relationships. 1.      Role and responsibilities The following is a brief description of the role. Generic responsibilities  Develop Shelter Programme strategy, technical SOPs/guidelines and macro-logframe in line with NRC Programme Policy, national and international standards, and in coordination with other Core Competencies Comply with and adhere to NRC’s policies, guidelines and procedures.   Responsible for technical quality and innovation of the Shelter programme, and for seeking synergies with other Core Competencies/programmes. Responsible for developing and revising funding proposals, budgets and donor reports in accordance with the Shelter Programme strategy and priorities, programme policy and international standards. Responsible for following up the compliance with grant commitments (i.e. quality, timeliness, use of resources), and for providing recommendations to Project Managers and Coordinators to achieve project targets and indicators. Provide technical direction and project implementation support to Area Managers, Project Managers and Coordinators. Provide systematic training and build capacity of Shelter staff. Evaluate, review and regular quality control of ongoing and completed Shelter projects. Represent NRC at the National Shelter Working Group and engage in sub-working groups and technical task forces as appropriate. Promote the rights of refugees in line with the advocacy strategy. Specific responsibilities Ensure harmonisation and consistency across Shelter projects implemented by each of the three area offices, including team structure and size. Ensure that key learnings are extracted from Shelter implementation, and incorporate then in Shelter programme and staff development processes. Responsible for regular updating of, and training in, Shelter tools and handbooks, and monitoring adherence to them in the implementation of Shelter projects. Ensure strategy & programme development, technical support, quality follow up, and advocacy inputs in the following key thematic areas: Provision of Shelter in Sub–Standard Buildings in exchange of Occupancy Free of Charge. Emergency/Temporary Shelters in host community and temporary settlements. Construction/Rehabilitation of Learning Spaces. Minor repairs and reconstruction of properties in Palestinian Camps and Gatherings. Critical interfaces Relevant interfaces for this position are: Programme development: Head of Programme, Country Management Group, Core Competencies section (HQ Oslo) Proposal development: Area Managers, Project Managers, Core Competency Specialists, Head of Programme  Quality control/ support: Head of Programme, Area Managers, Project Managers Capacity development: Project staff, Area Managers  2.      Competencies 1. Professional competencies These are skills, knowledge and experience that are important for effective performance. Generic professional competencies for this position: Minimum 4 years’ experience in working as a senior Project/Programme Manager and/or Advisor in a humanitarian/ recovery context Proven expertise in Shelter related issues Previous experience in developing Shelter interventions strategies in response to the Syria Crisis is an asset. University degree or higher education relevant to the assignment. Strong communication, interpersonal, analytical and negotiation skills Proven skills and experience in report and proposal writing Ability to prioritise needs and carry out multiple tasks simultaneously Experience from working in complex and volatile contexts Documented results related to the position’s responsibilities Prior experience and proven capability in training and capacity development Fluency in English, both written and verbal Knowledge or Arabic language is an asset. 2.
