PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. For more details on the association: http://www.handicap-international.org Handicap International is composed of 3 operational divisions: Emergency Response Division (ERD) Mines Division Development Division MISSION CONTEXT The Emergency Response Division in Lebanon was created in April 2012.  The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done trough outreach teams (composed of one social worker as case manager and one physiotherapist supported by psychologists and/or psychosocial workers) and trough fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). GLOBAL OBJECTIVE OF THE POSITION Under the responsibility of the Field Coordinator and in close cooperation with the Operation/Program Coordinator, the Project Manager will be in charge of the overall qualitative implementation and management of the project in Bekaa Valley, within the frame of HI’s mandate and objectives, and donor requirements. WORK RELATIONSHIPS Line manager: Field Coordinator Line manager+1: Head of Mission/Operation Coordinator In direct cooperation with: Program Coordinator/Technical Unit Team managed: Project Officer(s), Data Base Officer, Partnership Officer, and Referral Focal Point  RESPONSIBILITIES Objective 1: ACTIVITIES IMPLEMENTATION Main duties: Ensure the coordination between the different components of the project Monitor qualitative project implementation with regards to objectives and indicators of the project and HI mandate and strategy and ensure the collection and archiving of sources of verification; Propose any adjustment of the project whenever needed (change of context, delay in the implementation, adaptation of tools, etc.); Ensure the implementation the project activities following project proposals and notably: Direct service provision: - Identification and assessment of the most vulnerable people and their families and more particularly people with injuries, disability, serious medical condition and older people (through HI teams, hotline, focal point network, fix point, partners health structure); - Direct provision of physical and functional rehabilitation services including physiotherapist sessions and provision of assistive devices, P&O, specific items, at health structures, community and HI Centers level; provision of advice and training to caregivers of physical and functional rehabilitation beneficiaries in order to enhance the success of the rehabilitation process; - Direct provision of emergency psychosocial services for the most affected people; Partnership strategy: - Update map of health structures and local organizations providing or willing to provide (emergency) physical and functional rehabilitation services to vulnerable people; - Definition of partnership frame with the selected structures, including negotiation with the potential partner, design of realistic work plan, provision of tools, donations and other support needed, schedule of deadlines for monitoring reviews; - Supervision of the partners regarding quality of the service provided, follow up of administrative logistic and operational frameworks; - Periodic revision of the partnership content and eventual upgrade until the complete transfer of HI activities to the partner. Inclusion of people with disabilities: - Maintain a wide and qualitative referral system (mapping of services, beneficiaries’ pathway, training of social workers, booklet of service, RFP/SWs meetings, etc.); - Organize training and support of humanitarian and local actors on inclusion practices; - Advocate for inclusiveness in humanitarian and social response; Ensure the work quality of his/her team on reporting, referrals and information sharing, through regular field visits, monitoring on data collection, supervision on implementation of technical guidelines and internal procedures, organize and animate thematic workshops Objective 2: TEAM MANAGEMENT Main duties: Ensure a good communication, coordination and information level of each member of the team through regular team meetings (or other if needed); Oversees team’s planning (Action Plans, leaves planning, weekly movement plan, etc.); Support and build the capacity of the employees under his/her management, and assess the needs for additional training; Ensure that appraisals of the employees are done according to the HR procedures and be aware of the professional evolution of each staff member, and its development within the mission; Ensure conflict resolution (personal and professional) within your team and inform the field coordinator and the administrator when necessary; Propose and adapt an adequate HR set up in order to achieve the target while ensuring the quality of the activities implemented (participate to the recruitment of the teams under your responsibility); Objective 3: INTER-DEPARTMENTAL COMMUNICATION Main duties: Ensure a good communication with the logistic, administrative and technical departments; Ensure a close follow-up of the administrative and logistic aspects of the project; Ensure the respect of HI and donors financial and logistic procedures implemented on the mission; Objective 4: BUDGET MANAGEMENT Main duties: Ensure the management of the project budget lines, plan and follow-up of the expenses through the implemented financial tool (OFU, BFU, etc.); Contribute to budget design and provide accurate figures for the operation part; Objective 5: PROCUREMENT/STOCK MANAGEMENT Main duties: Follow up on supply needs for the project in comparison to available stock (minimum stock); Forecast and follow up of procurement of supplies necessary for the project; Objective 6: EXTERNAL COORDINATION AND REPRESENTATION (by delegation of Field Coordinator) Main duties: In coordination with the Field coordinator, represent Handicap International in the project area with any relevant stakeholders, local, national and international partners, local and provincial authorities in order to facilitate the implementation of project’s activities; Ensure additional representation with other stakeholders such as funding organisation, sectorial working group; Facilitate media and donor visits on the field according to the ToR and the team’s inputs Objective 7: REPORTING Main duties: Follow up of the database for all statistical reports on a weekly and monthly basis; Facilitate regular reporting on his/her activities to the Field coordinator upon his/her solicitation (coordination meeting, workshop meeting, etc.); Write monthly situation report (SITREP) by providing relevant data related to his/her position and updates on donor and HI indicators on a monthly basis through the implemented PM Box; Provide inputs on strategy and feedbacks based on implementation experience to fuel operational strategy; Participate to the writing of donors projects / reports Provide with a mission report and/or handover document at the end of your contract; Objective 8: PERSONAL GROWTH Main duties: Demonstrate motivation at work Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities… Participate in the different activities that are common to all team members Respect each team member’s positions, work, and specialty Report any incident or act that causes any harm to beneficiary or to others Adapt to special situations or demands from supervisor (reporting, etc)
