World Learning has an immediate vacancy for a Beirut-based “SENIOR DATA ANALYST / M & E Officer” for the USAID-funded Quality Instruction Towards Access and Basic Education Improvement (QITABI) in Lebanon. Background:  QITABI is a four year, $41.2 million project that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE (Ministry of Education and Higher Education) in Lebanon. QITABI aims to improve outcomes in Arabic reading at the primary level, knowing that increased literacy directly correlates to increased academic and professional achievement. Improved facilities, services, and teaching will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system and process access to education. The project has three components: Component 1: Improving reading outcomes for primary level public school students Component 2: Expanding access to safe and relevant education for vulnerable public school students Component 3: Strengthening management (resilience) in the education system to better direct and monitor education Primary Responsibilities: Provide on-going technical support and evidence based recommendations to M&E Director Assist with the design and implementation of a monitoring and evaluation system that measures the effectiveness of  project initiatives including improved reading outcomes; expanded access to safe and relevant education; and strengthened management in education system Provide inputs, information and statistics for quarterly, annual and other reports in collaboration with M&E Team Monitor and evaluate overall progress on achievement of results. Monitor the analysis and review data files to ensure smooth quality data processing and reporting. Ensure quality data collection techniques are implemented for reporting Assist in the implementation of data quality standards and works with team  to ensure standards are met  Assist in the preparation of survey questionnaires and data collection templates Assist in sampling for survey research. Tabulate descriptive statistics and prepare charts and tables.  Assist  in coordinating across the available components of the Project to ensure effective implementation of M&E Train staff /counterpart on proper data collection processes and on data collection tools Generate and report data in compliance with USAID procedures and agreements in the award; Perform other duties as required; Qualifications: Master’s Degree in Social Sciences, Statistics, or equivalent with 5-7 years of relevant experience; Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy 1-2 years of supervisory experience Professional written English and Arabic is required Intermediate-to-advanced capability with statistics software like SPSS and Access is required. Self-motivated, with willingness to explore and discover new tools and methods for the collection and analysis of data. Competence in qualitative and quantitative study design and implementation; Extensive experience with monitoring program implementation using qualitative and quantitative approaches Experience in monitoring and evaluating education and/or community development programs strongly preferred Ability to balance work within a team environment Strong organizational, communication, computer, and interpersonal skills
