Programme Officer

The incumbent will oversee the project implementation from operational, financial and quality achievement perspectives under the direct supervision of the Chief Operations Officer and in direct coordination with the Technical Adviser & Reporting Manager (TARM) for the region. The incumbent will perform the following duties: • Ensure staff recruitment, performance management and development • Develop the project activity work plan and revise it periodically as required • Oversee the establishment of the M&E plan of the project and ensure its implementation • Monitor the expenditures of funds to ensure activities are implemented within budgetary guidelines • Ensure delivery of resources and quality results according to planned targets • Ensure timely preparation of reports on achievements and challenges faced within the project • Ensure compliance with donor requirements and procedures and contribute to the preparation and implementation of corrective action plans • Ensure proper coordination with national and international counterparts • Ensure participation and involvement of relevant stakeholders in project implementation so that the process is inclusive, participatory and transparent • Promote identification and synthesis of best practices and lessons learned to support project improvement and facilitate organizational knowledge building • Develop project proposals and concept notes • Promote the mission and strategic goals of RET • Perform other duties as assigned Qualifications: • Advanced University Degree (preferred) in Education, Social Sciences, or related field • At least 2 years of experience in project management • Experience working with ministries, donors and other counterparts • Ability to lead strategic planning, results-based management and reporting • Ability to lead team effectively and shows mentoring as well as conflict resolution skills • Excellent organizational skills including the ability to strategically prioritize and meet deadlines • Excellent writing skills, with analytical capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports • Strong financial management skills • Strong communication skills • Openness to change and ability to work under difficult circumstances
