Icla Coordinator

Generic responsibilities Provide oversight for the ICLA response in the Bekaa. Provide supervision of ICLA staff members in the Bekaa in close coordination with ICLA Project Manager. With ICLA team and ICLA PM, identify appropriate locations for ICLA activities. Administrative and budget responsibility for specific or thematic areas within the ICLA project as identified by the ICLA PM. Support preparation of proposals (technical, financial and narrative aspects) related to ICLA projects in the Bekaa. Prepare work-plans for ICLA programme in the Bekaa Oversee implementation of the ICLA programme in the Bekaa in accordance with ICLA strategy, workplans, spending plan and M&E plan of ICLA projects in Bekaa. Assist with standardisation of NRC response (including upholding structure, methodology and procedures) in the Bekaa and, as relevant, throughout Lebanon. Provide support, including technical and daily field support, to the ICLA team in Bekaa, in close coordination with the ICLA PM Contribute to strategic development and expansion of ICLA programme, including identifying training needs of ICLA team. Ensure adherence to the ICLA tools and handbooks and other NRC policies. Specific responsibilities Document technical issues and questions and report to the ICLA PM with suggested ways of addressing them. Work in team with relevant NRC staff to design, plan and coordinate activities at the Community Centres, legal clinics and other related activities. Oversee use of ICLA database and template documentation by all ICLA team in the Bekaa. Keep record of results of assessments; analyse results and prepare report on protection needs. Identify and assess main protection and information needs of target communities Prepare documents containing legal and related information for target communities. Conduct information and counselling sessions for beneficiaries in the Centres and in the course of outreach work (including with mobile clinics). Contribute to identification of trends in conditions/standards and donor priorities and assess better ways to assist refugees. In collaboration with the Legal Field Officer, participate in oversight of legal consultants (ICLA lawyers) providing legal assistance. Hold regular meetings with ICLA team and other NRC core competencies, and attend and participate in relevant meetings, in coordination with relevant NRC staff. Represent ICLA at relevant interagency coordination mechanism meetings such as the protection working group or other ad hoc working groups such as protection core group or GBV working group. Assist in providing information to and cooperation with community representatives and relevant authorities. Perform any other task as assigned by ICLA PM Provide support and guidance to ICLA focal points (legal focal points, service mapping focal point, referral focal point, HLP focal point). Provide support, oversight and guidance to ICLA paralegal volunteers (Information Focal Points – IFPs) Constantly monitor and follow-up on the quality of ICLA services provided Receive technical input from ICLA Lebanon team. Report weekly & monthly (or more often, if required) on activities and results to the relevant NRC staff in a timely manner. Assist in designing the needed forms, questionnaires and other templates. Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: With other core competencies in Bekaa (CSMC, Shelter, WASH and Education) in order to support NRC’s coordinated response With other legal and protection service providers to provide complementary response to refugee needs. With the support unit at NRC, including finance, logistics, procurement, admin and HR to ensure that ICLA projects follow NRC procedures. 2.       Competencies Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories: 1. Professional competencies These are skills, knowledge and experience that are important for effective performance. Generic professional competencies: Experience in legal and/or protection work. 3+ years experience. Experience in providing information and counselling services and/or community sensitisation. Ability to work under pressure. Fluency in English, both written and verbal is very essential. Context/ Specific skills, knowledge and experience: Supervision of staff. Providing on-the-job coaching. Overseeing large-scale projects. 2. Behavioural competencies These are personal qualities that influence how successful people are in their job.
