Child Protection Technical Adviser

ROLE PURPOSE: The Child Protection Technical Advisor is a critical position for Save the Children in Lebanon and will play the lead role in ensuring the design, implementation and monitoring of high quality child protection programmes for thousands of children across the country. The Child Protection Technical Advisor provides technical leadership to all our work in the child protection sector, with responsibility for developing clear strategic and operational plans, identifying fundraising needs and leading the development of technical proposals, forging strong partnerships with Government, UN, NGO and local civil society counterparts, as well as providing technical support to our field teams across four different field locations in Lebanon. SCOPE OF ROLE: Reports to: Director of Program Development and Quality Reporting to: Case Management Specialist (and possibly other specialists and/or sector specific consultants)  KEY AREAS OF ACCOUNTABILITY: Strategic planning and leadership Provide overall strategic leadership to Save the Children’s work in the Child Protection sector in Lebanon. Lead the development of the Child Protection strategy for Save the Children in Lebanon, including cross cutting issues related to programming in other sectors. Ensure clear process in place for tracking and reporting on progress against the child protection sector strategy. Maintain a clear overview of programme progress across the child protection sector portfolio to be shared with senior managers. Provide child protection technical input to the development of country annual plans, area plans, sector strategies and other planning documents. Ensure planning in child protection benefits from integration with other sectors where possible as well as benefit to other sectors. Programme quality and standards Provide technical expertise, quality assurance and support for Save the Children’s Child Protection programmes, ensuring they are of high quality with reliable data and outcomes. Technical development of monitoring and evaluation tools and guidance to support programme quality initiatives. Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programmes. Support capacity building of programs teams, including partner staff to deliver quality programming. Programme development and resource mobilisation Ensure clear identification of fundraising needs and priorities in the Child Protection sector. Support in the identifying and assessing the appropriateness of fundraising opportunities. Lead the design of high quality proposals for Child Protection programs. Support to programme implementation Line-manage projects or project components aimed at technical support to the related line Ministries at the national level. Ensures regular visit to field programs and partners organizations to ensure adherence to minimum standards and to provide technical inputs. Support high quality reporting by SC field and partners staff through timely review and guidance. As Advocacy and representation Lead overall external representation of Save the Children’s Child Protection work in Lebanon. Represent Save the Children in Child Protection specific work with Government and other agencies. Serve as technical link with Save the Children Members, regional office, and Child Protection Global Initiative. Represent Save the Children on other national/international technical networks as requested. Contribute to development of advocacy messages and materials in child protection. Communicating with impact - Communicates clearly and confidently with others to engage and influence; promotes dialogue and ensures timely and appropriate messages, building confidence and trust with others.  QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Master’s degree in human rights, child rights, international law or other relevant social science degree A minimum of 5 years in a technical role in Child Protection for an NGO or UN agency Proven experience leading child protection work and specific experience in Child Protection in Emergencies Experience participating in emergency coordination forums (clusters, working groups etc)  Proven experience raising funds and developing proposals Excellent understanding of the Monitoring and Evaluation processes and methodologies Strong report writing skills, including experience in writing funding proposals and donor reports. Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures. Ability to analyse information, evaluate options and to think and plan strategically Knowledge of key areas of programme operations, logistics and grant management Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies Fluency in written and spoken English  Commitment to and understanding of Save the Children’s aims, values  and principles  including rights-based approaches
