We are looking for a highly qualified candidate who can fit the position of Capacity Building Officer under the department of Community Empowerment and Livelihood in Akkar, North Lebanon.
Who are we?
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job
The Capacity Building Officer has the main responsibility to strengthen the partnership between DRC and the local partners. The PO will coordinate the capacity assessment, development of capacity building plan and ensure implementation and compliance with DRC guidelines. This position will also have the responsibility of providing support on the operational level by validating financial, HR and procurement documents. He/She will coordinate with the different departments within DRC and the partner NGO.
Duties
The Partnership Officer has the overall responsibility to provide operational support and monitor the implementation of capacity building efforts with local partners.
- Update and compile NGOs and Community Based Oragnisations mapping in the area of intervention;
- Develop partners contracts, MoUs, budgets and work plans in coordination with DRC and partner teams;
- revise the capacity assessment tool according drc's guidelines
- Undertake capacity assessments of the local partners on programatic and operational levels;
- Develop training packages tailored to the capacity and needs of local partners and SDCs; The training package will cover topics such as introduction to Code of Conduct, Core Humanitarian Standards, Safety, MEL, Finance, Procurement, Protection and other identified topics and needs;
- Together with technical colleagues (sector managers and officers), identify technical gaps in the program and identify/implement solutions to meet these gaps;
- Review all financial, HR and procurement documents on a monthly basis and provide feedback to local partners;
- Develop narrative reporting tools and provide feedback on quality of reports;
- Set up complaints and feedback mechanisms;
- Provide feedback to both partners on acheivements and challenges;
- Oversee and ensure achievements of capacity building plans through development and implementation of monitoring and evaluation tools including pre and post-tests;
About you
To be successful in this role you must have University degree or higher education relevant to social work, business administration, human rights, law, social sciences or humanitarian aid; Experience in conducting training needs analysis/assessments and developing training programs for a broad range of audiences from different institutional levels; Proven experience in training and developing capacity building plans; Excellent communication and interpersonal skills and excellent facilitation and presentation skills (experience in facilitating and delivering presentations in various training courses, conferences and workshops, preferably with government officials). As well At least 2 years of proven international experience in undertaking trainings and capacity building initiatives; Solid experience with planning, reporting, monitoring and evaluation skills; Experience in partnering withlocal partners and providing direct operations support to local organizations and strong written and oral communication skills, effective in representation and liaison with external parties.
Ideally you will also have Knowledge of Humanitarian interventions; Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills; Ability to design and deliver capacity-building initiatives, including trainings for colleagues and partners; Political and cultural awareness; Knowledge in operations such as finance, HR and procurement and experience working in emergency and development settings;

An interesting job in one of the world’s best NGOs. DRC will offer the successful applicant a 6 months contract, renewable dependent on both funding and performance. You must be available to start work from February 2016 and be willing and able to work in Akkar, North Lebanon.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. This position will be placed at level C1, equivalent to 1,650$ per month.
