Monitoring, Evaluation And Learning Officer

We are looking for a highly motivated and experienced MEL officer to support the monitoring and evaluation staff activities in the Bekaa area.   Who are we The Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon. More than 200.000 Syrian refugees have received assistance from the Danish Refugee Council since the beginning of the crisis. For further information about DRC, please refer to our website: www.drc.dk   About the job The MEL Officer is responsible for providing direct support to the MEL Manager in Bekaa, including contributing to the planning and implementing the DRC Lebanon MEL strategy;   Duties • Act as a focal point for DRC Lebanon qualitative monitoring and evaluation, including undertaking regular field visits to support MEL activities; • As a member of the MEL team, plan and implement the daily/weekly/monthly work plan and submit weekly reports to MEL Manager; • With support from the MEL Manager, ensure program sector staff receives guidance, support, and training to strengthen MEL across all DRC sectors and projects. Develop strong, collaborative working relationships with MEL team; • In close collaboration with MEL Manager and MEL Field Coordinator in Beirut, the MEL Officer is responsible for contributing to MEL tool design, training, implementation, and support; • Provide regular briefings/updates to the MEL Manager on priorities and key issues for focus of qualitative MEL activities; • Support sector/program managers and field office staff carry out MEL activities relevant to their sectoral area and specific projects; • Ensure MEL activities are completed according to DRC standards and schedules, including timely reporting and referrals of special cases to relevant programs/sectors or MEL Manager; • Track and compile progress reports on MEL activities and findings;   About you To be successful in this role you must have At least two years relevant professional experience working in emergency, development, community, or social work sectors; A Bachelor degree in social sciences, community or international development, public health, social work or similar;   Ideally you will also have Fluency in English and Arabic required, with strong report writing skills; Experience in participatory assessments and monitoring, qualitative data processing/analysis, facilitation and interviews with groups and individuals; Strong IT skills – particularly with Microsoft Office suite (good Excel skills essential); Training and capacity development experience; Knowledge of or experience implementing HAP. You must be available to start work from March 2016 and be willing and able to work in Bekaa. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff.
