Project Manager

Key functions: -          Contribute to develop the regional strategy, to the overall management and to the  support of the implementation of programs in the Region; -          Assist in the coordination of field activities, with partners and beneficiaries; -          Conduct effective supervision, monitoring and evaluation support; -          Contribute to an effective system of communications and information flow among field, partners and team;  1.      Regional strategy development, overall management and advisory support Support the management of the program for Syria on Civil Society and Capacity Building, and ensures the coherence between field activities, program strategy and coordination arrangements as outlined in the proposal documents; Provide overall field oversight, specifically with respect to issues of alignment with priorities and needs raising on the ground in Syria; Establish systems for project planning, implementation, and monitoring in line with the Organization strategy for the Region and the support to the civil society in Syria; Supervise a small team of professional and consultant staff;  2.      Assist in the coordination of field activities, with partners and beneficiaries  Coordinate with the partners the development and timely preparation of work plans, reports and budgets for all program activities; Contribute to oversee the disbursement of funds to the partners and beneficiaries, to collect requests and monitor compliance to the Organization and donor regulations; Develop support mechanisms to increase the target outreach and the internal coordination of the program; Advise on appropriate strategies to ensure efficient use of available resources, with knowledge of ongoing trends in the Syrian field; Maintain transparent and cooperative relations between partners, service providers, experts and other national and international consultants through regular correspondence and contact;  3.      Effective supervision, monitoring and evaluation support  Support the timely monitoring of the program progress from a field perspective, ensure on-going monitoring and monthly reviews of work plans; Coordinates with the partners the elaboration of field notes, activity reports and financial reports based on templates prepared by the Program Coordinators; Monitors the fulfilment of the tasks assigned to the partners; Advise on upcoming risks and risks management, with knowledge of ongoing trends in the Syrian field; Oversee the implementation of monitoring, evaluation and reporting activities undertaken by the trainers, the tutors and the external consultants, providing guidelines and thorough support as needed.  4.      Communications and information flow among field, partners and team  Coordinates with and ensures linkages and synergies among the Organization programs in the Region; Consults with external partners that are engaged in complementary activities to enhance coordination and partnership among stakeholders active in Syria; Support in collecting and processing all enquiries and requests submitted by the partners and beneficiaries; Assist in drafting reports and reviewing official notes and white papers for internal use as well as to be submitted to the Donor; Collect and review materials and information coming from the beneficiaries on the ground, making it accessible to the relevant Organization staff; Write down briefings on project achievements and documents, synthesize best practices and lessons learnt from the to be shared with partners, staff, donor as well as external partners; Performs other tasks as assigned by the Program Management Unit;   Minimum requirements Outstanding field knowledge of the region, outreach and previous professional experience on the ground At least two years of work experience in a similar position, dealing with at least one of the following topics: Support to Civil Society Organizations Post-war reconstruction, transition and peacebuilding Livelihoods and resilience promotion in complex emergency situations Capacity building, VETs, ToTs, E-learning Proved strategic capacity in analyzing complex environments, assessing risks and needs from a variety of sources; High interpersonal skills with a strong analytical approach in problem solving and management; Background knowledge of the main humanitarian and development actors currently active in Syria; Previous experience in M&E and team management; Previous experience in remote project management and/or sub-granting is an asset; Arabic native speaker, excellent knowledge of written and spoken English;
