Deputy Director- Programs

SUMMARY The Deputy Director- Programs will lead the development and implementation of Dawlaty programs. He/she is responsible for developing Dawlaty’s programs in line with Dawlaty’s aims, values and strategy, including on issues such as transitional justice, non-violent movement and civic education. The Deputy Director will work closely with field staff, management and partners to ensure the development of programs that are timely, responsive to the needs on the ground and financially sound. The position encompasses a wide range of program management and technical support tasks, including planning and coordination of high quality interventions, budget and proposal development, developing technical tools for program implementation (including research tools, M&E tools, IEC materials, etc…), donor reporting, and capacity building for partners and staff. The Deputy Director also plays a key role in ensuring that Dawlaty is a learning organization and lessons learned during the implementation of its programs are documented and transformed into stronger programs. ESSENTIAL JOB FUNCTIONS Develop an operational plan which incorporates objectives and strategies that work towards fulfilling the organization’s aims and strategy Lead program development and learning, including the development of concept notes/proposals, report writing and work with the team to develop budgets for projects; Oversee program implementation, including monitoring of workplan milestones and the disbursement of program budgets Establish good working relationships and collaborative arrangements with relevant actors, including community groups, local authorities, Syrian and international humanitarian and human rights organizations and donors. Ensure program results and outcomes are communicated to relevant audiences, including donors, beneficiaries and partners Assess the program department’s capacity requirements (including in operations, research and communication) and work to ensure them. Represent Dawlaty as needed Support to management of organization including coordinating between Dawlaty departments, and ensuring all policies and procedures are followed Participate in development of organizational strategy QUALIFICATIONS AND EXPERIENCE 5-7 years’ experience in project management, preferably in NGO environment Experience in working with youth, community organizing and/or advocacy are strongly preferred. Knowledge of the Syrian context and of Syrian civil society strongly preferred Experience in research and communication preferred Strong written and oral communication skills Working knowledge of Arabic and English
