Monitoring, Evaluation, Accountability And Learning (Meal) Manager - South Lebanon

GENERAL RESPONSIBILITIES The Base MEAL Manager is responsible of overseeing all the activities concerning assessments, monitoring, line managing the Data manager, the Field supervisor and the M&E officers. Furthermore, the Base M&E Manager will support the MEAL Coordinator in the rolling out of new M&E tools, and will assist regarding any data analysis and quality checking needs for data entry that may arise. Finally, the Base MEAL Manager will provide support in drafting any monitoring and assessment reports that may be required KNOWLEDGE, SKILLS,EXPERIENCE AND CAPABILITIES Experience in analysis, reporting, monitoring and assessment. Experience in a similar position; Initiative, organize, availability/learning capacity; Ability to work and motivate a team; Interpersonal qualities and diplomacy –organized and rigorous ; Very good computer skills (word, Excel); Fluency in written and spoken English and Arabic is a must; Minimum  Three years of experience in a related fieldwork; Work experience of minimum  of  2 year in a similar position with NGO. DETAILED OBJECTIVES AND TASKS Objective 1: Support the rolling out of monitoring tools for ACF activities in the south Train M&E officers on new tools developed and support their continuous capacity development  Support MEAL Coordinator and Data Manager in standardizing of questionnaires and assessments (Excel, ODK, etc.) Monitor MEAL Officers to ensure quality of implementation of the tools (interviewing techniques, following of methodology, utilization of data collection tools)  Objective 2: Support coordination of ACF’s MEAL team in the south Define the monthly planning of the team in coordination with MEAL Coordinator Assign the weekly work plans and transportation needs for the teams in Sour. Quality control on the field teams performance in the field on a weekly basis Support MEAL Coordinator in the preparation and conducting of other assessments (rapid, multisectorial) that might be demanded Objective 3: Analyze the information and write monitoring report. Systematically review data consistency after the field visits Ensure that database is regularly updated and easily consultable/searchable Qualitative, quantitative and support statistical analysis of the gathered data Gap detection and analysis Write regular M&E and impact assessment reports.  Objective 4:  Learning Regularly producing reports presenting key findings and lessons learned to be shared internally and externally Prepare the documentation for communicating the results of Monitoring, Evaluation and Learning activities to programme stakeholders Objective 5: Accountability Provide effective and consistent direct consultations with communities on their needs, wants, and feedback on previous operations using participatory methodologies (FGDs, KIIs, KAP Surveys, Most Significant Change, etc), meeting separately with different groups to ensure the openness of discussions. Ensure that field level consultations and assessments with beneficiaries incorporates and values the inputs of all aspects of the community, e.g. men, women, boys, girls, young adolescents, elderly, disabled, etc. Objective 6: Reporting Report the progress of the work to Head of Base and MEAL Coordinator and materials used   Report possible problem or conflict during the activities Report weekly activities and transportation needs. Contribute to Projects and beneficiaries data collection and reporting Regular reporting to MEAL Coordinator, Head of Base, and /or Head of project. Objective 7: Security Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols. Communicate to the security managers of the working location any security related information or noncompliance with the security plan.
