Scope of Work
Senior Infrastructure Engineer, Long Term Position
Background:
The USAID-funded Lebanon Water Project (LWP) is a five year project that works to increase reliable and sustainable access to potable water for Lebanese citizens; improve water management practices and enhance the efficiency and sustainability of public water utilities, while raising awareness on sustainable water use practices and promote better water governance to help assure long-term protection of Lebanon’s water resources.
General Objective
The Senior Infrastructure Engineer manages the infrastructure activity planning, implementation, and monitoring, while also coordinating the procurement of goods and services, implementation of project works, compliance with USAID’s regulations, and strict quality control and adherence to environmental and health and safety standards.
Specific Responsibilities
Direct and manage project development from inception to handover, including associated activities.
Define project scope, goals and deliverables that support the LWP work plan deliverables and parameters, in collaboration with LWP management and key stakeholders.
Develop project plans and associated project management and communications documents, including contracts, scope of work, guidelines, and quality control documentation.
Determine and assess need for third party specialist consultants and conduct appointment process in close coordination with the LWP subcontracts manager and program manager.
Investigate and ensure compliance with administrative processes for consultancy and construction contracts, including all necessary permits and licenses.
Ensure project documentation production adheres to USAID’s and local standards, and that it takes place in the strictest quality control environment.
Ensure all projects comply with LWP’ Construction Quality Control Management Plan (CQCMP), Subcontractor Management Plan, Environmental Management and Mitigation Plan (EMMP) and any other regulation applicable to LWP.
Identify and manage project dependencies and critical path; plan and schedule project timelines and milestones; and track project deliverables.
Manage the processes of identifying local infrastructure contracting firms, contract negotiations, compliance with USAID’s procurement requirements, and any other applicable requirements.
Identify suitable contract forms and implement any adjustments needed to suit the program’s parameters; Implement contracts in the strictest standards.
Manage progress and changes in project scope, assess risks and lead implementation of mitigation measures, devise contingency plans.
Effectively document and communicate project progress, risk, and status to team members and stakeholders in a timely and clear fashion.
Survey, propose, and lead on implementation of associated activities that ensure project operational sustainability.
Conduct other responsibilities as may be called for by the Infrastructure Planning and Development Team Lead in relation to the LWP program.
Other tasks as assigned.
Qualifications:
Seven to ten years of experience in civil or construction engineering fields with emphasis in wastewater system collection and treatment design. Small wastewater treatment plant design is preferred.
Bachelor’s degree in civil engineering, construction engineering, or equivalent qualification. Advanced degree preferred.
Familiarity with USG rules and regulations.
Demonstrated experience providing oversight to subcontractors preferred.
Strong management, teamwork, and interpersonal skills.
Demonstrated project management experience, including in an international development context.
Demonstrated communications and presentation skills.
Fluency in written and spoken Arabic and English is required.
