Monitoring And Evaluation Officer

About the Job The Disaster Management Unit of the Lebanese Red Cross is looking for a Monitoring & Evaluation (M&E) officer. In close cooperation with the Planning, Monitoring, Evaluation, and Reporting (PMER) Officer, the M&E Officer is responsible for developing and coordinating monitoring and evaluation (M&E) systems and events within the Disaster Management Unit, building the capacity of the project managers and other related staff in M&E, and promoting PMER knowledge. Duties and Responsibilities: Monitoring: Support the development of log frames, and monitoring and evaluation plans for each project/program, including refining and developing indicators for measuring outputs and outcomes.   Ensure accurate recording of monitoring data of the programs are collected as well as oversee an output tracking database. Coordination within the Disaster Management Unit to ensure accurate, thorough and useful monitoring of programs activities and impacts, both internally and externally. It may include coordination of the work with the reporting officer at HQ.   Support program teams as needed with the adaption/development of specific monitoring tools for consistent and quality data collection, coherent with the guidelines for M&E and reporting.   Undertake regular monitoring visits to sites targeted by LRC DMU programs to validate the information being collected, as well as to support branches with data collection and reporting.   Work with field teams to document success stories, case studies, and examples of good practice. Manage the Post-Distribution Monitoring team, and work with them to compile, clean, and analyse the data collected, and to produce reports for program teams and Managers Evaluation: Provide support with the design and implementation of internal / external surveys, mid-term reviews, end-lines evaluations, lessons learned and other exercises as needed.   Provide coordination and oversight of DMU evaluations, ensuring that they are timely, useful and ethical, upholding the criteria and standards as defined in the IFRC Framework for Evaluation. This includes ToR preparation and planning for real-time evaluations (RTEs), midterm and end-of-project evaluations, as technical assistance needs arise. Ensure that lessons learned from each program to improve future program selection, design, and implementation.
