Minimum required knowledge and experience
- University degree in Engineering preferably hydraulic or civil
- 2 years work experience in a similar field
- Fluent in written and spoken English
- Good computer skills, including spreadsheets
- Very good analytical and leadership skills
- Experience in design and/or execution of hydraulic and/or civil works is an asset
JOB DESCRIPTION
The ICRC's water and habitat engineers assess the water and housing needs of victims of armed conflict. They plan projects to solve the problems encountered, negotiate with local authorities and firms regarding project implementation, supervise the execution of the projects, and handle all aspects of their administration.
Responsibilities and tasks
Assessments
- Carries out field assessments focused on technical, social and institutional aspects
- Keeps contact with relevant interlocutors such as municipalities, beneficiaries, humanitarian organizations, water establishments and local associations
- Elaborates his own understanding of the context and needs in Bekaa, proposes interventions taking into account social and economical factors
- Analyses the collected information, highlights challenges, writes comprehensive assessment reports, proposes action points and shares with WatHab supervisor
Project management
- Elaborates concepts of intervention and/or follows designs executed by contractors
- Carries out tendering process for selection of contractors according to ICRC internal rules
- Follows contractual relations with contractors and supervises contracts implementation
- Follows internal reporting procedures and filing, and manages relevant internal paperwork
Emergency activities
- In case of need, plans, organises and supervises the implementation of ICRC emergency activities
Reporting
- Reports in written on assessments conducted and ongoing activities
- Takes minutes of meetings
General Duties
Is aware of the delegations objectives and activities.
Understands the three components of the Red Cross/Red Crescent Movement.
Applies the security rules at all times.
Respects and observes the staff regulations of the ICRC in Lebanon.
