Job Overview/Summary:
The ERD Program is recruiting a Monitoring and Evaluation (M&E) Assistant, who will be part of the Lebanon Cash Consortium Program. She will participate in a wide range of data collection activities at the field level (e.g. household visits, spot checks, post-distribution monitoring surveys). The LCC M&E Assistant will be based in the field.
The main objective of this position is to gather accurate information in a timely manner, according to the tools and processes established within the LCC M&E Framework. This position reports to the Multi-Sector Cash Manager.
Major Responsibilities:
Under the direct supervision of the Multi-Sector Cash Manager
Participate in field-based data collection for several LCC assessments and monitoring exercises, as per agreed calendars: household assessments, post-distribution monitoring assessments, and end line survey
Assist in the conduct of focus group discussions with beneficiaries and PINs/Cards distributions
Conduct spot checks of LCC field activities, at different stages of the program implementation: meetings with local stakeholders, notifications about enrollment in the program, information sessions, focus group discussions, referrals, other assistance
Draft and submit reports of each field visits on a timely basis and according to templates provided by the Multi-Sector Cash Manager
Assist the IRC’s partner’s organization and field teams in verifying the accuracy of data collected at all stages of the program, and in particular at the beneficiary identification phase
Other duties as assigned by the supervisor to enable and develop IRC programs

Job Requirements:
Bachelor of Arts or Science in Social Science, Economics, Agriculture, Food Security, or related field
2-3 years of experience implementing community based projects
Demonstrated experience and capacity in conducting field-level and data collection and some experience in data analysis
Previous experience in drafting reports
Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
Excellent interpersonal and problem-solving skills, creativity and flexibility
INGO experience preferred
Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
Fluency in English and Arabic required

Working Environment:
Travel and other requirements: staff will be based in Akkar, Northern Governorate, with some travel required between the field office and the main IRC office in Beirut.
