Partnership Strategy Adviser Consultant

Role: Partnership strategy advisor                                                  Supervisor: Deputy Country Director – Programmes                                            Time Frame of Assignment: 3 months Location: Beirut, Lebanon with extensive travel to field sites                                          Date of ToR: 20/11/2015                                             Context Working in partnership is central to Save the Children International’s (SCI) Theory of Change, and to the organisation’s mission to inspire breakthroughs in the way the world treats children and achieve immediate and lasting change in their lives. Save the Children in Lebanon (SCL) has recently developed a 2016-18 country strategy within which working in partnership has been identified as an area of focus to enable the country office to achieve its strategic objectives and contribute to the 2030 global breakthroughs that seek to ensure: No child dies from preventable causes before their fifth birthday All children learn from a quality basic education Violence against children is no longer tolerated Whilst SCL has a long history working with partners there has been a shift in funding and expertise towards an approach that is focussed primarily on the humanitarian response and the direct delivery of programmes. This has occurred over the period in which the country office has been responding to the Syrian refugee crisis. However, to contribute to the global breakthroughs SCL has identified the need to shift its focus from engaging partners to deliver services over a project period towards an approach that supports duty bearers in meeting their obligations; and engages national civil society so they can hold those duty bearers to account.   To realise this objective it is necessary to develop a partnership strategy that aligns with and augments the country strategy over the 2016-18 period.             Scope To scope of the consultancy is to develop a partnership strategy that aligns with with the SCI global approach to partnership and the strategic direction of the country office over the 2016-18 period. The strategy will need to include a work-plan with KPIs to be measured over the strategic period. The strategy must be completed by end of February 2016 so that it can be rolled out and incorporated into departmental, individual and learning and development plans by end March 2016.   The strategy will focus on defining approaches to working with all partners – Government, Civil Society, Media, Academic and the Private sector.   Methodology The consultant will be responsible for defining the strategy development methodology and work-plan however the following resources will be made available by SCL: -          Access to existing SCL partners and data from current partner-led programmes -          Access to existing SCI/ L resources (best practice/guidelines/ tools and templates) -          Access to relevant SCL staff (including regional and international partnership advisors) -          Access to relevant external stakeholders   Staff will be made available for workshops and retreats; the length and timing of which will need to be agreed with the deputy country director when developing the workplan.   Outputs The following outputs will be expected during the consultancy period:   -          ToR and work-plan for strategy development team created Setting the ToR for the overall strategic planning activities (team, phases, timeline, process), specifying objective, methodology (for each phase) and stakeholders engaged (external and internal) including the role and responsibilities e.g. steering group/committee, lead, coordinator, moderator etc. -          Strategy management and review process documented This will need to be aligned with process for country strategy -          Strategy document developed This will include a detailed 2016 work-plan and technical and financial resource requirements with indicative work-plan for next 2 years -          Review of structures/ roles responsibilities undertaken and JDs updated with KPIs identified for individual roles -          Partnership management capacity building plan developed for SCI staff This will need to reflect the move from capacity to deliver directly to capacity to work in partnership)   Qualification of consultant Essential -          Significant experience in leading strategy development/ management and review processes  within humanitarian and/ or development contexts -          Significant experience in engaging with internal and external stakeholders to promote ownership of strategy -          Significant experience in working with partners in the delivery of humanitarian and development programmes -          Significant experience in defining systems to measure progress against a strategic processes -          Ability to translate strategic objectives into operational work-plans and activities and define roles and responsibilities to deliver strategy -          A strong understanding of the Lebanon context as well as the refugee crisis in-country and within the region -          Fluent English speaker Desired -          Recent experience in Lebanon -          Fluent Arabic speaker    Application process -          Interested candidates should send the following documents to -          Full CV including references -          Example of a proposed workplan for the development of the strategy -          A covering letter explaining how you meet the qualifications and skills required
