Finance Coordinator

Key Roles/ Responsibilities accountabilities   Maintain systems and controls to ensure the efficiency, integrity and transparency of the field office and sub-office operations in accordance with guidelines provided by IRW and internationally accepted accounting standards Ensure all accounting records and supporting documentation for all financial transactions are maintained in a systematic order and in safe and secure conditions in the field office and sub-offices Provide FM with complete, accurate and timely financial reports, including institutional donor reports where required for all projects implemented in the field office, in the required formats Maintain accurate and effective financial controls on all transactions incurred by the field office and sub-offices as part of project implementation and other related costs Maintain effective control over cash and bank, and ensure that cash in hand and bank reconcile with accounting records. Ensure that the field office and sub-office funds are adequately managed Provide monthly financial reports to the FM/IRW Finance Department Assist and support the FM in ensuring that field expenditures meetIslamic Reliefand institutional donor requirements and remain within the approved plans and budgets Assist and support the Programme Manager and IRW in the preparation of budgets for project proposal and annual field office budgets Ensure the effective and efficient working of budgetary, accounting, reporting and internal control systems for the CO and all sub-offices Liaise and coordinate with external auditors, government departments, banks, etc. regularly Manage and undertake local internal audits of the field and sub-offices including implemented projects To work as part of a team and liaise with the Program Managers , field and sub-offices teams and Finance Manager. Conduct regular visits to sub-field units/offices (as security allows) to ensure regular monitoring, supervision and coaching of staff on relevant Finance issues Being part of Purchase Committee Oversee all purchasing to ensure that effective policies and procedures are in place and are being adhered to and followed (including for foreign imports) and that purchasing meets IR requirements in a timely and quality manner Ensure the receipt of in-kind donations (locally and internationally) and booked in to Ax system with accurate information and data. Perform monitoring visits to warehouse for physical inventory checks.   Staff Capacity Building: Build the capacity of national staff to reconcile Ax ledger entries to the Budget Versus Actual, working in co-ordination with IR Lebanon Team and Finance Manager Train national and partner staff to prepare donor financial reports in line with donor reporting requirements Provide guidance and develop the finance and administration staff of the field office and sub-offices Carry out job performance appraisals for all staff reporting to the Finance Coordinator     Human Resources: Oversee recruitment of finance staff throughout Lebanon, ensuring the application of standard accepted recruitment procedures Perform regular training needs assessments conducted and make recommendations for appropriate coaching/ training/ mentoring, etc. Ensure annual staff performance appraisals are undertaken and submitted to HR after supervisor approval.   Eligibility Open vacancy for national staff only who are permitted to work in Lebanon.
