Proposal Development Consultant

Consultancy Purpose   The primary function of the consultancy is to manage personnel and liaison with relevant stakeholders related to proposal development, to facilitate and produce high quality and implementable proposal in accordance with SCL’s strategic planning.  KEY Areas of Accountability   The consultant will develop, in consultation with Save the Children Lebanon, Save the Children Sweden and project partners, a detailed work plan that will include undertaking at least the following activities:   Coordinate the proposal development process; Develop, compile and submit high quality, implementable proposal; Communicate timelines for inputs into and review of proposal with field teams, support and monitor the compilation of the proposal in line with member and donor deadlines; Gather inputs from Technical Advisors, MEAL, field team and finance as necessary for drafting narrative and logframe; Communicate with AMU Proposal Coordinator to ensure adequate Senior Management Team (SMT) proposal approval; Support the Grants Manager with the development and revise proposal budget, verify the budget in line with the logframe; Support the Programme Development and Quality Unit with other tasks related to proposal development as assigned.   The above-mentioned tasks should be viewed as a flexible specification as it may be modified following discussion with the selected consultant.   Deliverables   1)     Consultative proposal development workshops targeted at the key project staff and partners, as well as other stakeholders. This should be developed through the SC Working Group with involvement from all relevant stakeholders as identified during the consultancy.   2)     A completed, comprehensive Project Proposal and Logical Framework (draft and final version) that is based on the primary and secondary data findings/analysis. This should also be developed through the SC Working Group with involvement from all relevant stakeholders as identified during the consultancy.   3)     Drafts of all proposal-related documents as per identified donor requirements. These should also be developed through the SC with involvement from all relevant stakeholders as identified during the consultancy.   Qualifications and experience   Preferably an advanced university degree (masters or equivalent) in a related field; Minimum 5 years of experience in the design, execution, and/or project management Demonstrable competence in technical writing; Knowledge of Lebanon and the Syrian refugee context; Strong programme design skills, including capacity to prepare logical, coherent, and consistent documents including logframes and budgets; Prior demonstrated experience developing proposals for institutional donors, in particular those funding; Ability to work efficiently and effectively with project members in various locations and from multiple organisations, including remotely writing and revising proposal documents; Excellent organizational skills; Ability to analyse and summarize information; Ability to work calmly under pressure in a rapidly changing context; Flexibility to adapt to any subsequent changes in the terms of reference; Willingness and ability to travel to the field to conduct assessments and gather primary data; Prior experience of facilitating multi-stakeholders workshops and dialogues; Fluency in written and spoken English and Arabic; Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches. Consultancy Offer   The consultant is requested to submit: 1)     Motivation letter; 2)     Proposed methodology (based on the ToR requirements); 3)     Work plan; 4)     Technical and financial offer.   Quality of the Proposal   The consultant is responsible to ensure data validity, consistency and accuracy and to submit proposal written in good Standard English. If these standards are not met, the consultant will, at his/her own expense, make the necessary amendments to bring the document to the required standards.
