PRESENTATION OF HANDICAP INTERNATIONAL
Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Handicap International is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

MISSION CONTEXT
The Emergency Response Division in Lebanon was created in April 2012. The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done trough 18 outreach teams (composed of one social worker as case manager and one physiotherapist supported by 4 psychologists and/or psychosocial workers) and trough 4 fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). An additional team in Bekaa and North Lebanon will be focusing on the community sensitization, training to humanitarian workers and the identification of potential local partners. In Lebanon, the provision of household essential items including food, NFI and unconditional cash assistance to cover essential winter basic needs of the most vulnerable refugee newcomers will be done in HI area of intervention (54 villages in Central and West Bekaa) through current dedicated outreach teams and distribution teams.

RESPONSIBILITIES
Objective 1: Identification and assessment of potential partners
Activities/Main duties:
Facilitate a discussion with the teams for the identification of potential partners
Assessing the capacity of the structures identified following the format developed by the mission, introducing HI mandate and collecting all the relevant information
Elaborate the information collected within the proper tools
Objective 2: Participate in the selection of partners and the definition of mutual roles
Activities/Main duties:
Formulate recommendation on potential partnership, the support needed and the potential of collaboration
Develop with the potential partners a dialogue leading to the establishment of a mutual beneficial relation aiming at the continuity of service provision for the most vulnerable population affected by the Syrian crisis
Objective 3 Establish and monitor the partnership
Activities/Main duties:
Define with the partners a work plan with objectives to be achieved and provide the needed tools
Provide technical advices and on the job training to partners’ members
Provide a technical support to the partners to develop adapted activities for beneficiaries
Ensure a proactive presence in the planning with the partner and during the activities
Monitor the activities of the partner on a technical point of view
Objective 4: Reporting
Activities/Main duties:
Participate to the monthly situation report (SITREP) by providing relevant information to your line-manager
Provide weekly reporting on your activities to your line manager
Ensure the compilation and recording of all activities and impact measurement
Contribute to the production and dissemination of specific data analysis
Support reporting when requested
Produce final report at the end of the contract
Objective 5: To demonstrate an ethic and professional practice
Activities/Main duties:
Respect beneficiary confidentiality
Respect and promote HI’s Policies and report to your line manager any no respect of HI’s policies amongst the teams or partners
Address needs and requests in a professional way
Report any incident or act that causes any harm to beneficiary or to others
Always interact with children with the presence of their parents or caregivers
Always respect a refusal of treatment.
Objective 6: Demonstrate willingness to improve professional competences and abilities to increase care quality

Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities…
Participate in the different activities that are common to all team members

REQUIREMENTS
Educational Background and Working Experience
Project management degree, master is an asset
At least 2 years of professional experience in the related field, including physical rehabilitation and partnership
Experience with NGO, preferably in emergency context
Professional Skills required
Demonstrate good understanding of emergency and post emergency physical rehabilitation
Understanding of a comprehensive approach on disability and vulnerability
Demonstrated effective communication, analytical and problem solving skills
Demonstrated understanding of the context, neutrality
Ability to relate to the target group (be approachable, shows empathy)
Ability to propose workable solutions and identify their implications (positive and negative) adapted to beneficiaries’ needs
Personal skills required
Strong interpersonal and intercultural skills
Ability to work in a multicultural environment and in a multidisciplinary teamwork
Ability to work under high pressure with a great level of personal organization
Diplomacy sense
Flexibility
Team spirit
Languages
English and Arabic mandatory (oral and written), French would be an asset
Computer Skills
Good knowledge of Microsoft Office Programs, especially Excel, Word and Power Point.
