Technical Expert/consultant For Developing Guideline And Lessons Learnt Manual

BACKGROUND:  The “New Education Perspectives for Children with Special Learning Needs” Project is a two-year project implemented by World Vision Lebanon (WVL), with funding from the European Union (EU). Its overall objective is to “contribute to creating an inclusive environment for Children with Disabilities (CWDs) in the educational programmes within the Palestinian community in Lebanon”. To achieve this, the project is mobilizing and equipping relevant stakeholders in the refugee community to improve the learning environment of CWDs across three regions in Lebanon; Beirut, the South, and the North. Interventions are being planned with two main co-applicants; Mousawat in Beirut and the South, and the Community Based Rehabilitation Association (CBRA) in the North. In the project’s preparation phase, seven camps were targeted, in which Evaluation and Registration surveys were filled for a total of 919 children. Children aged between 0 and 12 years were mainly sought out and the types of their disabilities ranged from severe to mild, and were mainly: Cerebral palsy, mental retardations, neurological problems, speech and hearing impairments, psychological problems and learning difficulties such as dyslexia, hyperactivity or attention deficit disorders, among other disabilities. The project takes a holistic approach for the proper inclusion of the children; therapists are provided in the fields of psychology, physiotherapy, occupational therapy and speech therapy. In addition to that, a number of the CWDs will benefit from "life skills" sessions. On the other hand, parents are also supported through home visits and training and awareness sessions.  THE PURPOSE OF THE CONSULTANCY:  World Vision Lebanon is seeking a Special Educator to support in the development of a guidance and lessons learnt manual about the inclusion of children with disabilities and learning difficulties in kindergartens and UNRWA Schools based on the actual implementation of the project “New Education Perspectives for Children with Special Learning needs”.  REQUIRED TASKS:  Overall The Consultant will support in the development of a guidance and lessons learnt manual based on the two year inclusion experience of the project New Education Perspectives for Children with Special Learning needs. The manual will include, among other topics, close documentation of the selection of the KGs, the trainings delivered to staff, the process of improving the accessibility of educational establishments and supplying assistive technology material, the challenges and suggested methods of admitting shadow teachers into the classrooms, and the mechanisms by which shadow teachers provide support to the existing teachers, students and parents. As per the project experience and as per the consultant’s knowledge in the inclusion process, the manual shall serve as a guide for NGOs, kindergartens and schools working on or planning to introduce inclusion for children with disabilities and learning difficulties.  Specific Required Tasks  Interview project staff on challenges and experiences. Interview shadow teachers and kindergarten administrations on their feedback of the inclusion process over the last 1.5 academic years. Analysis of results Provide input as to what the inclusion process should look like. Write up the manual including lessons learned. Review and approve the final design of the manual. Willingness to visit Palestinian camps in Lebanon (Location to be determined)    Products Expected deliverables throughout the process include: Interview guide Thematic in-depth analysis of qualitative data Copy of qualitative raw data Presentation of findings, lessons learned Outline of content of the manual Draft of manual Final manual incorporating feedback from WVL team   CONSULTANT QUALIFICATIONS REQUIRED:   The Consultant should have the following competencies and experiences: Special educator  Prior Experience or knowledge in disability and inclusion. Familiar with civil society and NGO engagement. Good understanding of the Humanitarian work especially the development field Good analytical research skills. Good critical thinking. Excellent Arabic and English language proficiency. Excellent English writing skills Preferable experience in producing lessons learnt manuals/reports.  DURATION OF THE CONSULTANCY:    The consultant will provide services for WVL as needed during the period from January 15th - until April, 2016.    (Until design is finalized)  Payment Terms: The full amount will be paid when the services will be completed.  Interested applicants are requested to kindly send their CV along with a cover letter and detailed quotations and proposed plan/agenda for the accomplishment of the above tasks.  WVL has set aside 3 months and a half (January 15, 2016 till April 30, 2016) for this assignment (Taking into consideration all public holidays during these months). Bids should include a detailed proposed work-schedule with specific tasks and should also incorporate a budget that outlines all relevant costs that will be associated with this consultancy. Candidates are expected to state how much time they will need to start the assignment and how much time they need to conduct every task. Selected candidates are also expected to abide by the deadlines and the conditions for deadlines specified within the contract/agreement.
