Background: “Quality Instruction Towards Access and Basic education Improvement”, USAID-funded QITABI is a four year project, implemented by World Learning (WL). QITABI aims to improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across the Ministry of Education and Higher Education (MEHE), in Lebanon. The project has three components:
Component1: Improving reading outcomes for primary level public school students
Component 2: Expanding access to safe and relevant education for vulnerable public school students
Component 3: Strengthening management (resilience) in the education system to better direct and monitor education

The “Policy Consultant” will work under the direct supervision of the Director General of MEHE and in close collaboration with the Senior Policy Advisor in QITABI, the Policy Consultant will assist the DG in technical and administrative aspects within the framework of QITABI. More specifically the Consultant shall be focusing on the following activities:
Participate in programming and implementation of activities planned under QITABI, and provide advisory support towards establishing horizontal and vertical functional linkages with other development projects at MEHE on central and regional levels
Provide support in developing strategies and policy guidance for aspects related to Arabic Early Grade Reading and to relevant capacity building aspects; hence, supporting the General Directorate to respond more efficiently to the project activities
Advise the DG on the measures to be taken towards establishing horizontal and vertical functional linkages with various stakeholders involved in the implementation of QITABI activities related to education and educational development, both on the central and the regional levels
Assist in the identification and prioritization of administrative issues to be addressed within the framework of QITABI project
Provide advise on how QITABI and other development projects could be coordinated to avoid duplication of efforts and optimize resources, human and financial, utilization
Provide other ad-hoc support as deemed necessary; and
Prepare periodic activity and end of assignment reports
Required Qualifications:
A minimum of 8 years of working experience in positions involving educational planning and policy analysis responsibilities
An advanced degree in education
A demonstrated ability to analyze, formulate sector and sub-sector policies, strategies and programs, and to prepare well written and researched policy documents
Good knowledge of word processing and spreadsheet software
