Deputy Manager - Protection

Job Overview/Summary: Under the direct supervision of the Protection & Information Manager (North Bekaa), the Protection Deputy Manager will be responsible for assisting in leading implementation of IRC’s protection monitoring and information dissemination programming in El-Hermel, Arsal and other areas north and south of Baalbak.  The PDM will closely work to ensure that project activities, with a particular focus on protection monitoring and information dissemination, are implemented by providing the Protection Manager the support needed to this purpose. Protection monitoring and information dissemination activities will lead to 1) shared understanding of the protection environment among different actors; and 2) enhanced awareness of services and assistance among the refugee community.  Together, these goals support improved outcomes for vulnerable members of the refugee and host communities, as well as the maintenance of humanitarian access for international and local actors.  The Deputy Manager will work, under the direct supervision of the Protection and Information Manager, in coordination with the Information Officer, Legal Team Leader, Reporting Officer to enhance targeting of IRC resources and contribute to analysis of protection concerns.  S/he will also contribute to accurate and comprehensive weekly/monthly reporting of protection monitoring.    Major Responsibilities: Major responsibilities of Protection Deputy Manager (not exhaustive) are listed below: Highlight key protection issues and analyze trends identified from protection monitoring and other recorded objective sources to provide direct strategic advice to the Protection Manager, Information and Reporting Officers, UNHCR and other stakeholders; Oversee the overall work of Protection Field Teams in Hermel, Aarsal and southern part of Baalbak. Provide direct supervision and support to 2 Senior Monitors as well as Monitors, including: Scheduling of, and participation in, monitoring, legal/information  field missions; Regular review of data collected by the teams, review of data collection methodologies, regular review of digital data collection and reporting systems, develop strategies for improving data collection; Coordination of FGDs at field-level on specific topics/issues (including translation and/or drafting of FGDs notes in English). Development of field-based teams work plans, ensuring best practice standards are met, with a focus on building the management capacity of staff and empowering them to work autonomously. Regular review and follow up of case referrals and other associated action points for monitoring – in close coordination with the Information Officer; Support mobile teams’ field access by meeting with relevant stakeholders and local authorities as required. Lead and coordinate weekly plenary meetings with 2 Senior Monitors and Monitors to mainstream new data collection methodologies, proposed topics and relevant communication to the team. Provide direct supervision and support to the ROV Community Engagement Officer ensuring coordination and integration between ROVs programme and the other project components. Being abreast of recent developments and key-information relevant to refugees (health, assistance, education etc.) to be disseminated to all field-staff. Coordinate and finalize weekly movement plans (WMP) for Protection Staff in North Bekaa – in line with the Protection Manager advice. Monitor and report on protection trends from the field on a regular basis. Develop and deliver trainings for staff on protection monitoring, as well as for other potential stakeholders. Support the Protection Manager in the development of advocacy positions to be shared with the Protection Working Group. Develop and maintain effective working relationships with other INGO, UNHCR, government authorities, and other key stakeholders to ensure active coordination, collaboration, and information dissemination. Support the Protection Manager in the development of new concepts for future programming. Undertake other tasks as requested by the Protection and Information Manager. Work in close coordination with relevant staff in other IRC units, including Women’s Protection and Empowerment, Children’s Protection, Economic Recovery and Development to ensure the project’s strong integration with other sectors aimed at enhancing field-level coordination (and referral mechanism) between different IRC field-teams. Key Working Relationships: Position Reports to:  Protection & Information Manager (North Bekaa) Position directly supervises:  2 Protection Senior Monitors + 13 Monitors; 1 Community and Engagement Officer Indirect Reporting:  NA Other Internal and/or external contacts:         Internal: Reporting Officer (North Bekaa); Information Officer (North Bekaa); Senior Field Manager (Bekaa); Finance Officer, Field Support Officer and Logistic             External:  Local authorities (always in collaboration with the Protection Manager (North Bekaa); Job Requirements: Work Experience: At least five years’ experience in an NGO, preferably in human rights, social work or sociological research. Experience working for an international organization (within the Syrian crisis response) is preferred and in Protection activities. Strong protection background and knowledge of refugee context, as well as UNHCR procedures and mandate. Previous management experience is strongly preferred. Experience in regular report writing. Demonstrated Skills and Competencies: Belief in human rights including gender equality. Good communication skills including ability to gain trust and build relationships with new communities. Excellent planning and organizational skills. Good computer skills including Microsoft Word and excel. Good interpersonal skills and ability to work as part of a team, as well as independently. Flexible and able to work in a dynamic and diverse environment. Capacity building and team building/motivational skills. Language Skills:  High standard of spoken and written Arabic and English, ability to translate desirable. Working Environment:  Standard office environment with regular travel to the field (IRC sub-offices in Hermel, Baalbak and Aarsal.
