THE PURPOSE OF CONSULTANCY  WVL has been working on improving the learning experience of school aged children at the community level with community groups. Part In order to address some of the issues faced by children at school, the role of parent councils was highlighted as essential in the process. Thus, WVL aims to develop a guide about parent councils in order to empower and mobilize parents to become active members of parents council and to lobby on councils and schools’ management for undertaking necessary changes for the improvement of quality of education.  DESCRIPTION OF THE GUIDE  Since there are different legal frameworks, role and responsibilities between parent councils in private and public schools, looking at the various legal documents (law 515/1996  for private schools and decision number 2135/ 13 for private schools ) and developing an easily understandable, comprehensive guide about the roles, responsibilities, establishment of the council, etc  is needed. It is important that the guide looks into the differences and similarities between private and public schools, the important functions of each council and the important role that parents have.  EXPECTED OUTPUTS Guide of 10 pages in Arabic with legal frameworks as Annexes 2 Case Studies of functional parents councils  (in public and private schools)  TIMELINE  Expected end date: December 10, 2015  CONSULTANT QUALIFICATIONS REQUIRED: Advanced degree in relevant field (ex: Social Sciences, Education, Lebanese law…) Good understanding of education system in Lebanon Experience developing practical guides and tools for various target audiences Strong arabic writing skills
