Senior Registration Associate – G7 – Tyr005 - Tyr , Lebanon

    The Senior Registration Associate reports to a Senior Officer often Registration Officer or Protection/Field Officer, who defines general work objectives and provides necessary advice and guidance.  The Senior Registration Associate supervises lower grade registration staff and provides regular coaching and guidance. The incumbent keeps frequent contacts with staff in the office and occasionally with staff in other duty stations and/or Headquarters; with implementing partners and government officials on subject matters which may be of importance to the Organization. 2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position. Accountability (key results that will be achieved) -  Registration Standard Operating Procedures (SOP) are correctly applied within the country of operation.   Responsibility (process and functions undertaken to achieve results) -   Assist in determining and implementing appropriate registration strategies and systems for populations of concern to meet operational objectives, priorities and standards for registrationin accordance with UNHCR Registraiton SOPs. -   In consultation with registration/protecioin officer, develop SOPs at the Field Office for registration activities as needed andhelp in designing relevant forms. -   Supervise the daily running of the registration team activities and ensure that the team’s impacts, outputs and motivation will remain optimum.  This includes staff performance appraisal, staffing review and suggestions as required and recurrent coaching and guidance. -   Assist in monitoring the refugee situation including refugee movements. This includes the analysis of the caseload profile change trends, such as increase/decrease of new arrivals, registration, and departures and inactivation, occurring to different groups within the caseload. -   Work with the data manager and protection staff to ensure statistics and other reports are produced on a timely basis, and adequate technologies required to implement strategies and achieve standards are developed and updated. -   Undertake training of UNHCR staff, both on the job and through training sessions, in registration methodologies, technologies and standards in order to enable them to conduct registration and to manage registration data on a continuous basis. -   Support the field office team on management of registration and up-keep of population information.  -   Ensure data collection methodology, data processing and analysis are effective, and meeting operational and managerial objectives. -   Supervise staff at lower grade. -   Perform other duties as required.   Authority (decisions made in executing responsibilities and to achieve results) -   Decide on specific modality of  registration of cases (including complex ones in consultation with the registration or protection officer), in adherence with existing UNHCR registration SOPs and standards.

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.

- Completion of the Secondary Education with post secondary training/certificatein Computer Science and/or Information Technology, Data Management, , Statistics, Mathematics, Social or Political Science or other related fields.
- Minimum 5 years of relevant job experience; (3 years with University Degree)
- Excellent computer skills in all desktop applications, particularly with respect to data management competencies.
- Fluency in English and working knowledge of another relevant UN language (French, Spanish, Russian) or local language (Arabic)

(In offices where the working language is not English, excellent knowledge of UN working language of duty station and working knowledge of English.)

2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES.

- Good knowledge of information data management and registraiton. Preferences will be given to candidates knowing UNHCR ProGres database registration system (database for registration of persons of concern to UNHCR).
- Previous experience with UN/UNHCR is desirable.
- Experience in managing programme related standards and indicators.
- Training on data analysis particularly in using registration data such as in ProGres.
- Completion of UNHCR learning programmes or specific training relevant to functions of the position.
