Catholic Relief Services (CRS) was founded in 1943 by the US Conference of Catholic Bishops to assist the poor and disadvantaged overseas. CRS’ mission statement calls the agency to alleviate human suffering, advance full human development, and foster charity and justice in the world. While CRS seeks to capitalize on its strategic advantages as a faith-based organization, all of its programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. Today CRS works in more than 100 countries and territories around the world, with offices in 70 countries. In Lebanon, CRS has been active since 1975.
CRS has been implementing the MEPI funded MENTOR project, The Middle East-North Africa CSO Training and Organizational Development Response (MENTOR) since 2012. The project works with local partner organizations in Lebanon and Tunisia to provide sustainable training support and organizational development resources in order to build the capacity of nascent Civil Society Organizations (CSOs) in their communities, while also establishing and promoting networks and linkages among organizations working across similar issue areas.
CRS is seeking an external consultant to design a qualitative and quantitative final evaluation based on indicators from the RESULTS ORIENTED MONITORING AND ASSESSMENT (ROMA) PLAN (a Monitoring and Evaluation system used by CRS that serves as primary input in project-related decision making, and the basis for assessment of overall project impact) and provide a report that analyzes the impact of MENTOR at the end of its lifetime along with recommendations to capture lessons learned and better ensure sustainability of its goals and social impact.
