Syria Program Adviser

Search for Common Ground (SFCG) is a non-governmental organization working to transform the way societies deal with conflict. We have acquired over 30 years of experience in peacebuilding and are based in 53 local offices worldwide. SFCG first worked in Lebanon in 1996, and we opened up our office in Beirut in 2008. The issues we address are multiple, such as conflicts arising within Lebanon's diverse society, tensions resulting from the increasing influx of Syrian refugees, security sector reform, as well as women’s socio-economic empowerment. In each project we seek to engage all stakeholders and strengthen local capacities in order to create sustainable change and increase social cohesion. Summary of Position SFCG seeks an experienced consultant to provide expert advice during the four-month rollout phase of two EU-funded projects that aim to strengthen the capacities of Syrian civil society actors operating inside Syria. The Syria Program Adviser will work closely with the Project Coordinators, Syria Analyst  and CVE Analyst and will inform decision making for the roll out of both projects. This includes leading the strategic planning process, establishing the necessary relationships with local and international stakeholders, providing guidance on context, security and logistics, and overseeing the overall implementation of the first project activities. The position requires frequent travel to SFCG Lebanon’s office and the Middle East region. Responsibilities Provide strategic direction during the start-up phase of both projects, working with the team to put in place a solid implementation framework (recruitment of field staff, design of work plan, monitoring systems and security protocols). Support the research mappings conducted during the start-up phase, including facilitating access to relevant stakeholders, and contributing to the selection of project locations and target participants. Advise program staff on the changing political and security context inside Syria, and the potential impact of regional and international developments on program activities. Foster and maintain communication with regional experts, conflict resolution practitioners and leaders of civil society organisations. Contribute to meeting reports and donor communications. Travel as required to implement program activities. Present oneself as a representative of SFCG, embodying Common Ground principles. Ensure a proper handover at the end of the consultancy to the Projects Manager and the Program Director. The Consultant may be required to undertake other duties that are broadly in line with the above key duties.Requirements and Qualifications Master’s Degree, preferably in International Relations or Middle Eastern studies, Conflict Resolution, Peacebuilding, Human Rights or related area. Minimum of six (6) years of experience, and a minimum of three (3) years working on Syria projects. Extensive knowledge of the Syrian conflict and regional dynamics. Previous experience working with (Syrian) civil society and in similar peacebuilding projects. Familiar with EU guidelines and procedures to ensure project compliance. Skills       • Excellent diplomatic and networking skills       • Ability to treat sensitive information confidentially      • Demonstrated writing and analytical skills       • Spoken and written fluency in English.  Fluency in Arabic an asset.      • Cultural sensitivity and adaptability      • Proven organizational and management skills, and attention to detail.
