Food Security And Livelihoods Officer ( Qobayyat)

ROLE PURPOSE: (this role is dependent on funding) Since the outbreak of violence in Syria in the spring of 2011, the number of Syrians crossing to Lebanon continues to increase. The influx of Syrians has created labour competition, decreasing daily wages and reducing the number of days work each household is able to access. This has resulted in less purchasing power for both Syrians and Lebanese families. Additionally, rent, food and some non-food prices (especially fuel) have increased as a result of border closures. The combination of decreased income and increased cost of essential expenditure is causing many households to engage in negative coping strategies, such as sending children to work, depleting assets and savings, and taking debt. While delivering humanitarian assistance programs to address these needs, Save the Children is also focused on supporting the local economy. Border closures have interrupted the supply of Syrian goods, but alternative trade routes have been identified and Lebanese equivalents are available. As markets continue to function and traders struggle with decreased purchasing power in communities, Save the Children is using cash and vouchers as a mechanism for assistance.  In addition, Save the Children is developing a longer-term strategy, which includes supporting livelihoods. Cash-for-work, vocational trainings and small business development are all activities to be implemented. Save the Children is scaling up its emergency response in Food Security in Qoubayat and is seeking an officer to ensure smooth implementation of activities.   SCOPE OF ROLE: Reports to: FSL Coordinator or Programme Manager in Qoubayat Field Office   KEY AREAS OF ACCOUNTABILITY:   Programme design and implementation Ensure implementation of verification and safety net activities in line with programme implementation plans and against donor requirements/ indicators Act as the main liaison between communities and municipalities and the Save the Children office; maintain good relationships with beneficiaries, and professional relationships with local leaders/authorities Actively participate in the collection and analysis of information used to determine vulnerability, and create transparent targeting criteria Assist the Programme Manager to organize beneficiary registration and distributions in collaboration with communities Identify appropriate Cash for Work and Community Improvement activities in coordination with communities, committees and municipalities Assist in the development of standardized forms for community proposals, MoUs, etc; and in guidelines for committee procurement, implementation (SOPs), etc Promote accountability and transparency with all the implementing activities. Assist in the development of training/ awareness raising materials, and organize and conduct trainings for programme beneficiaries and stakeholders Assist with the training of the FSL Assistants to ensure they have solid understanding of key programme documents and tools, including Monitoring and Evaluation questionnaires Participates in internal and external coordination meetings as required, and interact regularly with Save the Children’s other sectors (education, child protection, health/nutrition, shelter) to ensure coordinated and efficient programming   Programme monitoring Prepare weekly and monthly work plans and ensure the FSL assistants follow the plans Organise collection of market data from local shops and suppliers Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation Work with logistics staff for programme procurements (including materials and equipment for Cash for Work activities) and for the identification and contracting of local suppliers/traders for Community Development and CFW projects Produce timely reports for internal use on the status of on-going programming  Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures Competencies Problem solving and decision making -       Takes effective, considered and timely decisions by gathering and evaluating information from within or outside the organisation. Delivering results         -       Takes personal responsibility and holds others to account to deliver our ambitious goals for children, continually improving own performance or that of the team/ organisation.     QUALIFICATIONS AND EXPERIENCE Degree in Economics, Finance, International Relations, Development studies or similar field Minimum 1 years of experience in development programs, preferably working in food security and & livelihoods, and with experience in cash/voucher activities Experience in managing a team Good time management skills Experience in data collection Experience in field work and community mobilization; and in training groups of beneficiaries Fluency in written and spoken Arabic and English Computer skills (especially Excel) Strength in interpersonal, communication and presentation skills Flexibility and willingness to change work practices and hours, and capability to work in insecure environment  Available to travel in country Experience of working within SCI is a benefit   Recommended knowledge and experience: Cash and voucher programming Emergency programming Food Security & Livelihoods  Familiarity with refugee communities in country of operation
