  Terms of Reference     Role: End of project evaluation                                              Supervisor: MEAL Manager                         Time Frame of Assignment: 1st January 2015 to 31st December 2015    Location: Bekaa                                            Date of ToR:  3rd November 2015   Project background  The project “Providing shelter support to Syrian refugees and asylum seekers” addresses chronic shortages in adequate and safe shelter. This project focuses on supporting vulnerable households living in the worst conditions in Sub-Standard Buildings. Its objectives are in line with the Shelter chapter of the Lebanon Crisis Response Plan (LCRP). This program specifically focused on the following outcomes: -          Increasing access to adequate shelter units for refugees and other vulnerable groups, -          Living conditions are improved and maintained for refugees and vulnerable population. This is being achieved through the following activity: -          Weatherproofing and emergency water & sanitation upgrades (i.e. water storage, toilet, etc.) of substandard buildings (unfinished houses, garages, worksites etc.) At the implementation level, the program is designed to provide an integrated package of assistance at household level that addresses the highly varied basic needs of the most vulnerable households living in the worst conditions. All activities described herein are in accordance with the Shelter Working Group sector strategy and the outputs are defined as per the Shelter chapter of the LCRP. The following outlines the implementation arrangements per output. Output 1.1: Emergency shelter provided Activity 1.1.3: Weatherproofing of substandard buildings (unfinished houses, garages worksites etc.) -           Distribution of shelter materials vouchers that can be redeemed at local suppliers. -           Households requiring additional physical support will be offered skilled daily labor from the community to assist in the installation of the shelter materials. Responsibilities of evaluator External evaluator will conduct an end of project evaluation to determine how well the project was designed and implemented for the weatherproofing activities in Sub-Standard Buildings. Accordingly the end of project evaluation will assess achievements towards the provision of shelter support with complementary WASH to reduce health and protection vulnerabilities and restore basic privacy and dignity. The evaluation will also aim at identifying implementation successes and challenges in order to draw lessons learned and provide recommendations and best practices for future programs. Evaluation criteria for shelter weather proofing through the voucher program are relevance, effectiveness and impact.   Objectives and Output -          The consultant will conduct an end of project evaluation. -          Expected outputs: -          Inception report including methodology and draft tools -          Debrief with program and management staff -          Workshop presenting findings -          Draft report -          Final report (data set for quantitative and qualitative data attached)   Essential Competencies required -          Master’s Degree in Social Studies from a reputable university -          Proven experience in Shelter and WASH programme design, implementation and monitoring in Lebanon and in the rest of the MENA region -          Excellent written and spoken English language skills -          Evidence of experience in leading participative evaluations and designing evaluation tools -          Understanding of Lebanon social and political context -          Experience in study design (both quantitative and qualitative methodologies) and in assembling and managing field teams -          Interested candidates are required to submit a proposal specifying their daily rate in addition to CV and cover letter -          All resources required to conduct the evaluation should be provided by Save the Children Lebanon.
