Database Manager - Hi Emergency Division - Beirut

GLOBAL OBJECTIVE OF THE POSITION Under the line management of the Deputy Head of Mission, the Database Manager is responsible for Proper implementation of all aspects linked to information management at coordination level Team management of the Database team   RESPONSIBILITIES & OBJECTIVES Objective 1: Database management and supervision Activities/Main duties To participate in the design of different databases in collaboration with the Deputy Head of Mission and with technical guidelines from the HQ TA; To ensure quality and accuracy of data gathered by the field teams; To gather and manage the project data from the bases and make them ready for reporting;   Objective 2: Evolution of the information system Context A new mobile data collection system, called iData, has been developed by Handicap International headquarter and will be deployed in Lebanon in the coming month. The use of this system will impact the way the data is collected and stored, and will imply technical evolutions of the information management system. Activities/Main duties To train all the staff doing data collection to the use of iData To provide technical support for all iData users in the mission To support the data migration process To build new tools connected to iData central database allowing real time data analysis (with support of HQ)   Objective 3:  Geographical Information System Activities/Main duties To create maps upon requests, linked to data collected on the field; To monitor accuracy of data collected, ensure regular updates and solve eventual discrepancies;   Objective 4: Team management Activities/Main duties To recruit and train the Data team and to be proactive regarding internal or external training needs; To follow up the Data team according to the HR policy missions’ Standards (daily management, performance evaluation, leaves management. Individual Action Plan, etc.); To ensure performance evaluation of the Data team, set up and follow up individual or team objectives; To constantly liaise and coordinate actions with the Deputy Head of Mission and to coordinate with HQ TA in all technical issues.   Objective 5: Organization & Follow up Activities/Main duties To implement and follow up Database department activities in direct collaboration with the Deputy Head of Mission; To organize, schedule, coordinate and plan the department activities and the team’s work; To ensure proper coordination and liaison with the programs departments;   Objective 6: Internal & external reporting Activities/Main duties To provide internal reporting on activities according to HI internal tools; To prepare internal/external reports as needed; To produce high quality and timely contributions to proposals and reports; Objective 7: Financial & Logistics Management Activities/Main duties To follow-up the financial aspects of the information management department (if needed); To manage the cash forecast in link with the information management department (if needed);   QUALIFICATION/ REQUIREMENTS Background: University degree in Computer Science, with specialization in Database Management. 2 years’ experience working for an NGO – Experience in Mobile Data Collection Systems. Very good analytical skills / High understanding of project cycle management Languages Fluent in Arabic and English (speaking/reading/writing) Driving license: Not mandatory Computer skills: Good skills on Excel (manipulation of big tables, complex formulas, VBA scripts) Skills in writing queries with SQL Experience with at least one Database Management System (SQL Server, Oracle, MySQL, PostgreSQL, …) Experience with at least one data analysis tool (R, EpiInfo, RapidMiner, Tableau, QlikSense, Power BI, …) Knowledge of a GIS tool (ArcGIS, QGIS, …) Personal qualities & soft skills: Pedagogical skills; team management, good knowledge of humanitarian actors and donors
