National Programme Officer (Human Rights), Nob

Org. Setting and Reporting       This position is located in the Regional Office of the Office of the United Nations High Commissioner for Human Rights. The National Programme Officer is required to work as a project coordinator and  will be working under the overall directive of the Regional Representative and the supervision and guidance of the Human Rights Officer in charge of the project, in order to implement all the relevant tasks and activities related to the following outputs:- Support the Ministry of Foreign Affairs in setting up a “Standing national reporting and coordination mechanisms”;- Support the Ministry of Justice in establishing  a human rights directorate;- Support the establishment of a National Human Rights Institution/ National Preventative Mechanism and build the capacity of its Commissioners and staff;- Support the National Council on Disability; and- Support the civil society and coordinate a call for proposal targeting civil society.. She/he will work in close collaboration with Human Rights Officers at the Regional Office, counterparts at HQs, and with relevant governmental departments and civil society organizations in Lebanon.       Responsibilities       The incumbent will carry out the following duties: Implementation of project activities - Thoroughly analyze the human rights situation, the government of Lebanon’s responsiveness to international human rights mechanisms, the Universal Periodic Review first cycle’s  recommendations and the government’s involvement in the second cycle;- Identify areas of support and interventions with the thematic/ sectoral areas;- Identify and establish relations with national and international networks that could provide technical and advisory support to efficient and effective project implementation;-  Assist in the organization of country missions; and- Prepare terms of reference for required inputs of expert technical support (through individual and institutional consultancy services, procurement of goods, organization of training, seminars, etc.)  and ensure that these are processed in a timely and transparent manner. Project planning and monitoring - Organize joint planning meetings involving Implementing Agency, OHCHR and other relevant parties to develop an annual workplan and a corresponding  costplan with clearly stated milestones contributing to the achievement of target outputs defined in the Project Document;- Develop and update quarterly workplans and  costplans based on the agreed annual workplan;- Monitor project progress against work plans and  costplans and finalize project progress reports (monthly, quarterly, annual and end of project reports) to OHCHR and the EU. Progress reports will be prepared against set targets and indicators, ensuring effective knowledge acquisition by national counterparts  and full compliance with all administrative, and audit requirements- Monitor financial resources and accounting to ensure accuracy and reliability of financial reports. Project management - Participate in and advise on recruitment of project staff as necessary.- Provide direction and guidance to the GS staff by assigning responsibilities and tasks, and supervise their performance; - Supervise all operational matters and documents, including payment orders, contracts, bids, etc. Oversee and account for all logistics to the operations of the project, including auditing and inventory of equipment;- Follow-up and ensure that required inputs are processed in a timely manner;- Confirm and attest to the timeliness of submission and the quality of goods and services procured for the project; and - Review project resource requirements and provide advice on the need for budget adjustments and revision.
