Project Summary:
The Lebanon Community Resilience Initiative (LCRI) is a project funded by USAID/OTI. LCRI provides strategically targeted support to advance peace and stability in Lebanon.
Position Summary:
The Director of Operations for the Lebanon Community Resilience Initiative (LCRI) will oversee the effective and efficient operation of finance, office administration, human resource, security and logistics, engineering, and procurement functions, ensuring these functions are fully aligned with programmatic priorities and objectives. The Director of Operations will coordinate closely with the Deputy Chief of Party and the Chief of Party to achieve integration of the operational and programmatic teams to serve programmatic needs and the strategic goals of LCRI. This position reports to the Chief of Party and is based in Beirut.
Responsibilities:
Oversee all operations, including but not limited to finance, budgeting, property, security, logistics, procurement, and general office administration.
Ensure that program implementation is in accordance with United States Agency for International Development (USAID) regulations and procedures and the specifications determined for LCRI. This will include ensuring that all procurement processes are perceived as transparent by beneficiary communities; assuring fair and transparent procurement processes; and reviewing financial management.
Assure that the most reasonable, fair, expeditious and appropriate procurement choices were made pursuant to the Field Procurement Guide, including the approval of procurements under his/her delegation of authority.
Ensure procurement actions are closely coordinated with Grants Management Units to support timely, successful activity implementation.
Continually seek to foster cross-team linkages and learning, and to streamline and improve procurement systems and other operational functions through development of tools, guidance, and staff training/coaching.
Supervise the Contractor’s day-to-day field presence in the areas of operations (including the project's facilities such as office space, equipment and project vehicles), administration, logistics, procurement, budgeting and financial accounting.
Supervise the daily financial operations of the contract, which include cash flow management; timesheet recording; reporting to USAID/Office of Transition Initiatives (USAID/OTI) on the financial aspects of the project; and daily monitoring of obligations, budgets and expenditures.
Ensure continuous liquidity for the project; handle human resource issues; and investigate and identify new ways of achieving project efficiencies.
Coordinate as necessary with any other USAID/OTI partners, including joint responsibilities or functions and sharing of assets as appropriate.
Participate in all yellow light meetings and activity clearance processes and routine activity implementation update meetings.
Supervise project operations staff including, Finance and Administration Manager, Logistics and Security Officer, Office Manager, IT Specialist, Engineer, and Procurement Specialists.
Provide capacity building and/or training to supervisees as necessary.
Qualifications:
At least 3 years of experience working on donor-funded projects in a related role and with demonstrated supervisory experience.
Prior work experience in complex, high-speed and challenging field operations in developing countries.
Previous experience working in Lebanon is desirable.
University degree in administration, management, development, social science or related field.
The candidate should be fluent in the Contractor’s and USAID’s policies and procedures in regards to financial management, financial reporting, procurement processes and systems.
Experience working in such roles with USAID projects, specifically OTI, is highly desirable.
Complete fluency in written and oral English is an essential qualification.
Fluency in Arabic or French is desirable.
