Icla Technical Specialist

NRC has been present in Lebanon since 2006 initially assisting Lebanese displaced persons and later Palestinian, Iraqi and Syrian refugees.  NRC has been providing Education, Shelter and Camp Management activities.  Since March 2012, NRC has also been conducting its Information, Counselling and Legal Assistance (ICLA) activities, initially with Palestinian refugees and, more recently, with Syrian refugees.  After conducting a number of reports and assessments, NRC identified that there was a limited response to the lack of rights faced by refugees in Lebanon.  Consequently, NRC determined the need for the ICLA project in Lebanon, which will work closely with the other NRC Lebanon projects and activities in order to build on existing relationships, develop joint activities and benefit from the comprehensive understanding of the context.  Currently, the main areas of focus for ICLA work include (1) providing a legal response to address the lack of housing, land and property (HLP) rights for Palestinian refugees; and (2) providing assistance in access to rights for refugees fleeing from Syria.  The Technical Specialist will work with the Information and Counselling Assistance (ICLA) team to conduct and support field teams to conduct regular assessments to obtain information about the situation in Lebanon and assist NRC to understand the protection and legal situation for all communities affected. In addition, the Technical Specialist will work on developing the monitoring and evaluation tools used by ICLA and the design of the information management system (IMS) in line with NRC relevant global tools.  She/he will support the field teams in the planning and implementation of the assessment activities and in using the M&E tools and IMS and contribute to the data collection and analysis at national level.  The work will require travel through Lebanon, depending on the needs. 1.      Role and responsibilities (all in coordination with the ICLA field teams) The following is a brief description of the role. General Contribute to the analysis of the protection and legal situation for refugees and internally displaced persons in Lebanon. Understand and be able to explain to others including to ICLA field teams ICLA tools, in particular ICLA Lebanon Handbook, guidelines, assessment tools and reporting tools. Understand and be able to explain to others the comprehensive work of NRC. Report weekly & monthly (or more often, if required) on activities and results to the relevant NRC staff. Carry out administrative tasks as agreed upon. Perform any other task as assigned by NRC management. Assessment: In coordination with ICLA field teams support the preparation and the implementation of regular assessments (including focus group discussions, interviews, questionnaires, databases etc.). Participate (with a lead in each field location) in identifying the research questions for assessments. Support (with a lead in specific field location depending on the needs) the development of assessment and analysis system and tools (including guidelines on how to use them) to use ICLA data to understand specific context faced by refugees and host communities. Work with the ICLA field teams on identifying trends and protection issues noticed during outreach work, and to develop a mechanism and tools to share this information effectively with the other ICLA staff and within the team. Provide ongoing coaching and support to ICLA staff on ICLA assessment work. Provide training to ICLA team in specific location and depending on needs on using assessment and analysis tools. Lead analysis of information and data collected from assessments and include in written reports. Develop lessons learned report after each assessment and on an ongoing basis for assessment work. Monitoring and Evaluation: Develop and adapt the ICLA information management system to the projects log-frames’ requirements and train the field teams on the use of the system. Ensure sufficient technical support is provided to NRC/ICLA field teams pertaining to M&E. She/he will build capacity in the ICLA programme by identifying and supporting the implementation of effective, cost efficient, and meaningful M&E systems. Capacity building and training of ICLA staff on M&E technical and operational areas. Support internal improvement processes according to need. In coordination with NRC M&E advisor and ICLA management, develop and adapt the Monitoring and Evaluation tools to the activities implemented by ICLA and support the field teams in the use of the tools. In coordination with ICLA field teams, review and develop the tools used to monitor the implementation of activities: databases, forms … etc. Develop and maintain up to date guidelines on how to use ICLA information management system tools. Coordination Participate in regular meetings with ICLA team and other NRC core competencies. Regularly meet with other relevant actors and stakeholders and coordinate work, including attending meetings. Maintain excellent working relations with all partners and other relevant stakeholders. Attend and participate on behalf of NRC relevant coordination meetings. 2.      Competencies Experience required Experience in assessment and M&E work (protection work is desirable) At least 3 years of experience in similar positions, including fieldwork. Proven experience in developing databases using: Excel, Access or other tools. Proven experience in designing tools for assessments: Excel, Mobenzi, ONA. Proven experience in conducting assessments, including focus group discussions and interviews. Proven experience in collecting information and writing reports.
