Terms of Reference for QITABI “Arabic Literacy Specialist”
Background: “Quality Instruction Towards Access and Basic education Improvement”, USAID-funded QITABI is a four year project, implemented by World Learning (WL). QITABI aims to improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across the Ministry of Education and Higher Education (MEHE), in Lebanon. The project has three components:
Component1: Improving reading outcomes for primary level public school students
Component 2: Expanding access to safe and relevant education for vulnerable public school students
Component 3: Strengthening management (resilience) in the education system to better direct and monitor education
Position Description
World Learning has an immediate vacancy for a 6-10 month short-term consultancy “Arabic Literacy Specialist” for its QITABI project. This position is open for a Lebanese national.

The “Arabic Literacy Specialist” will be providing technical assistance and operational project coordination from/with Educational Research and Development (CERD) in Lebanon, in coordination with QITABI project. S/he will be reporting to the Reading Component Lead and works closely with CERD’s President. S/he will coordinate on all activities with the Reading Component Lead.
This involves working on two levels:
Provide input and technical support to CERD on the analysis and appraisal of curriculum reform efforts and materials development and production for the dissemination of QITABI’s early grade reading materials
Act as key coordinator from within CERD for QITABI reading programs. Provide continual project coordination with senior management at CERD on all activities related to Component 1 with QITABI project management
Activities:
Advise and support CERD management on training materials developed by the project to efficiently review and finalize the proposed QITABI training and classroom materials. Provide timely review and input of materials that will feed into the efficient revision and finalization of the training materials. Materials referred to will include: training materials, classroom observation tools, early grade reading tools, early warning system tools, parent reading circle materials, and other QITABI tools/materials as applicable
Support the planning and organizing of QITABI training workshops including Training of trainers (TOT) for CERD trainers, teachers training, and training activities as applicable
Develop progress analysis and review reports highlighting areas for improvement for each QITABI material submitted
Provide monthly planning on upcoming trainings and other QITABI activities in coordination with CERD
Provide key coordination from within CERD for all QITABI reading (assessment/intervention) programs
Support the development of a plan for the dissemination of early grade materials in coordination with all project’ stakeholders
Deliverables
Weekly reports summarizing activities and achievements on continual basis
Monthly progress reports summarizing activities and achievements
Review report that include edits and input, and finalized version of the following project materials:
Early Grade Reading Assessment materials
Early Grade Reading Intervention materials
Training materials of Trainers for CERD Trainers
Training materials of Arabic Language Teachers
Parent Reading Circles materials
Early Warning System materials
Arabic Leveled books criteria
Other QITABI related materials, as needed
Final report inclusive of all activities with recommendations, lessons learnt, and proposed plans
Required Qualifications:
PHD in Education
At least 15 years of experience teaching, managing and/or advising; preferably expertise in teaching Arabic Language and early grade reading projects
Strong knowledge and technical experience in areas of primary education, early grade reading, and teacher training
Experience in the development of supplementary early grade reading programs, and/or curriculum development, and /or education development projects, assessment
Strong knowledge and experience with education research and evaluations preferred
Experience in and strong knowledge of the Lebanese Public Schools
Experience in planning and preparing for a training/expertise as trainer
Ability to work as part of a large team locally and remotely with different partners
Excellent in spoken and written Arabic language is required; fluency in English is preferred
