Project background
Save the Children (SC) is one of the leading agencies responding to the Syria crisis in Lebanon. Present in Lebanon since 1953, SC has developed strong relationships and a well-established operational platform. SC employs approximately 300 staff across four field bases, from which it has demonstrated the capacity to scale up rapidly and deliver effectively across a range of sectors over the past three years. SC's current program consists of both direct implementation in WASH, Shelter, Education, Livelihoods and Child Protection. SC implements directly and also works with local partners to deliver emergency aid, such as multi-purpose cash and food parcels, which improve daily living conditions for the refugees and vulnerable Lebanese families. In the last two years, the emergency program has reached approximately 400,000 people across Lebanon.
Part of its running WASH program aims to mitigate the risk of WASH-related mortality and morbidity through provision of an access to safe water, sanitation and hygiene according to the minimum standards for the most vulnerable/affected population. To achieve this SC is implementing a community support activities to improve the water and sanitation infrastructure at municipal level in order to increase their capacity together with the capacity of the Water Establishment and other relevant bodies to respond to the rapid increase in the WASH needs efficiently and on time.
Responsibilities of [role title]
To be a part in the panel for choosing the contractors for Morsel & Wadi El Arayesh projects
Supervise the implementation of Ablah water network
Supervise the implementation of Berdawni River Cleaning
Finalize the study for 4 or more water network projects in Bekaa that include design drawings, profile drawings, Section & trenches detail, bill of quantities, estimated budget, project specifications, typical inspection plans
Attend Bekaa Water Establishment Meetings
Ensure handover documents are drafted by contractor and attend hand over site meeting with the BWE and contractor
Objectives and Output
Successfully executed construction projects in Ablah, Morsel, Wadi Arayesh and Berdawni River.
Proper handover documents are signed and accepted by BWE
In close coordination with the PMs and AMs: To investigate the technical feasibility of the proposed projects
In close coordination with the municipalities and water establishments: To prepare the proper technical design which includes the bill of quantities, the technical specification and the estimated budget
In close coordination with the PMs and the WASH Technical Advisor: Prepare all the technical documents needed to initiate the tenders
Essential Competencies required
Level of study
Degree in water resources management, civil/environmental engineer or equivalent
Required competencies and skills
4-6 years in water and sanitation infrastructure projects
1-2 years humanitarian experience is required
1-2 years working with Government related bodies (Municipalities – Water Establishments, etc.)
Very good coordination skills
