Protection Officer

Job Summary The primary purpose of the position is to implement Concern’s protection activities with vulnerable and at risk beneficiaries in formal and informal settlements.  Working in the field, the protection officer will provide day to day oversight of the implementation and monitoring of the programme activities ensuring that they are being implemented in accordance with agreed plans and objectives.    Duties and Responsibilities   A) Programme development and implementation Work with the target beneficiaries to identify needs and gaps in service delivery Under the direction of the team leader, verify what refugee targeted services and referrals are available and operational and develop ways in which they can be accessed or enhanced as appropriate With the guidance of the Protection Programme Manager and Team Leader, develop and implement innovative protection activities and systems in accordance with the protection programme Work with the beneficiaries in community mobilisation, by creating and training committees and other means as necessary.  In collaboration with the WASH team on health, hygiene and protection related awareness raising and training as necessary Identify ways in which beneficiaries can benefit from skills training related to livelihoods Work with different groups, such as men, women, youth, special needs the elderly or children to ensure that their protection-related needs are identified and addressed as far as possible through tailored activities for the most vulnerable In collaboration with the Protection Team Leader develop and adopt innovative approaches which enable beneficiaries to participate in the implementation of the protection activities. In collaboration with the Protection Team Leader, implement comprehensive and gender-awareness and child protection training workshops for all Concern staff Identify most vulnerable families who will require intensive protection support and provide information on services that are available to them. Provide follow-on support to beneficiaries who require support to access service and support. Monitor and evaluate the implementation of the activities the beneficiaries are involved in.   B)Reporting Maintain a data base of all relevant information Ensure project documents are properly filed and kept secure Produce weekly/daily progress reports on the protection activities, and beneficiary participation as required   C)Quality and Accountability Participate in the development and implementation of quality and accountability initiative sin the field Participate in the development and management of a CRM Promote the active participation of beneficiaries in the delivery of the programme Ensure that regular and consistent information is being shared with the beneficiaries and other relevant stakeholders Ensure that communication with stakeholders is maintained to ensure that they know their rights, responsibilities and entitlements and what behaviours they can expect from staff.   D)To adhere to the standards of conduct outlines in the Programme Participant Protection Policy and Code of Conduct   E)Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required   Skills, Qualifications, Experience and Attitude Required Fluency in English and Arabic, and French an Advantage Understanding of protection Knowledge, skills, and experience in participatory methods for community development and mobilization Excellent communication skills, including training and facilitation skills Experience of working as part of a team Thorough awareness of gender issues and GBV Knowledge of sexual and reproductive health Knowledge of child development and providing services to distressed children Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect and care Familiarity with the minimum protection standards for working with refugees (eg., Sphere) Ability to work independently Willingness to stay in the field with the beneficiaries for the majority of the working week. Commitment to ensuring the protection of refugees. Strong sense of security management and willingness to follow security guidelines and regulations
