Safety & Security Officer

Makhzoumi Foundation Context:   Makhzoumi Foundation is a private Lebanese non-profit organization, established in 1997. Our ultimate mission is to empower Lebanese citizens - through improving their socioeconomic status, healthcare provisions, and environmental awareness, and by encouraging their quest for education - thereby enabling them to independently develop and progress their local communities, and to subsequently enhance the country’s civil society on a national scale.   For the last three years, in response to the on-going refugee crisis in Lebanon, the Makhzoumi Foundation Relief and Humanitarian Services Unit has been working from our Beirut office to deliver emergency and recovery projects in Hygiene, Shelter, Protection, Health and Livelihood Recovery sectors. The Makhzoumi Foundation is now expanding its remit through a new project to offer new services under the Protection Sector Beginning in with development of services in Beirut & Mount Lebanon. Makhzoumi Foundation will be partnering with IRC and Unicef to establish teams that will provide Case Management, Psychosocial Support & Community mobilization activities to children who are at risk, families in need and women and girls who are at risk of Sexual & Gender Based Violence.     Job Overview: The Safety & Security Officer is responsible for monitoring the overall security situation for all MF RHSU operations, enforce security regulations and provide sound and timely advice to MF RHSU staff and management in order to support the safe and efficient delivery of program activities in the designated area of operations. RESPONSIBILITIES   Safety and Security Management Planning Provide technical support to the Project Implementation Coordinator and Unit Manager all policies, procedures, guidelines and planning for staff safety, operational security and program continuity; Work with Project Implementation Coordinator and Unit Manager to develop, consolidate and implement operating procedures and contingency plans; Evaluate, review and update the hibernation and evacuation plans for MF RHSU and ensure that the practical preparations are in place and known to all staff involved; Conduct risk assessments of contracted and prospective offices and residences. Undertake continual assessments of equipment to ensure that minimal conditions for security are being met.   Staff Management: Train and supervise Security Guards.   Building Acceptance to empower and expand humanitarian programming Uphold the mission, values, and spirit of MFRHSU. Follow and enforce all MFRHSU codes of conduct and policies. Report any violations to the Project Implementation Coordinator, and participate in preventative initiatives. Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings. Perform other duties as requested by supervisor.   Monitoring, Analysis and Supervision Identify, establish and manage context appropriate approach to assure MFRHSU facilities are secure – i.e. third party security companies. Compile and submit monthly security reporting that track incidents and trends within MF RHSUs area of operation.  Submit daily contextual updates (daily Security Report) as needed to the Project Implementation Coordinator. Work closely with MFRHSU teams to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately. Coordinate regularly with the Project Implementation Coordinator on safety and security, and fulfill reporting requirements to the region. Develop and maintain up-to-date Lebanon context analysis and risk assessment, as well per zone of intervention. Daily Security Report, Weekly - weekend updates, Bi weekly context analysis, S&S monthly report, etc.    Security Orientation Provide Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; Communications   Key Working Relationships:   Position Reports to:  Project Implementation Coordinator Indirect Reporting:  Other Coordinators and Unit Manager Other Internal and/or external contacts: Internal: All MF RHSU staff in the field   External: NGOs, LAF, Police, Local Authorities     REQUIREMENTS Education degree: Bachelor Degree or higher in relevant field Field of education: • Tertiary education (Bachelor minimum) in communication, politics, risk or other related field 2 – 4 years of Experience working with NGOs, other international agencies or multinational business Proven ability to prioritize tasks and meet deadlines Stable, moral and robust character and a good team-player Excellent communication skills, calm and a good sense of humour Proven commitment to accountability practices Fluent in written and spoken English and Arabic   Management and/or supervisory experience Training or experience in crisis management Training in safety, fire and evacuation procedures Training in safety and disaster management  Experience negotiating access for humanitarian or other agencies   LANGUAGES Arabic: Fluent English: Fluent French:  a plus Note: List of responsibilities, professional and personal skills are considered indicative and not exhaustive; actual duties may differ or change depending on agency priorities at the time.
