Health & Nutrition Program Coordinator

International Orthodox Christian Charities (IOCC), headquartered in Baltimore, Maryland is the official humanitarian relief agency of the Assembly of Canonical Orthodox Bishops of the United States of America.  Since its inception in 1992, IOCC has delivered $488 million in relief and development programs to families and communities in more than 50 countries. IOCC seeks a full-time motivated Health & Nutrition Program Coordinator who will be responsible for overseeing the implementation of IOCC Lebanon’s Health and Nutrition programs and will have overall responsibility for health and nutrition program implementation leadership, direction and coordination. He/She will work closely and in consultation with the Regional Technical Advisor for Health and Nutrition, the Relief and Development Manager and field based program staff in the implementation of health and nutrition programs implemented by IOCC in Lebanon. Responsibilities will also include follow up on program reports and ensuring projects are implemented in accordance with the agreed contracts and budgets. S/he will work under the supervision of the Relief and Development Manager and in close coordination and collaboration with the Regional Technical Advisor (RTA). S/he will also represent IOCC at the Ministry of Public Health and donor agencies such as UNICEF and UNHCR. S/he will also provide technical support to the field staff with support from the Regional Technical Advisor. Primary responsibilities include but are not limited to: Leadership, Team Management, Supervision and Monitoring of Program Implementation Provide overall leadership, and oversee the implementation of IOCC’s Health and Nutrition Programs. In collaboration with the health and nutrition coordinators and the RTA, develop and maintain detailed implementation plan and annual and quarterly work plans for the health and nutrition program and ensure that program activities are implemented as planned and within the approved budget. Ensure the timely and efficient implementation of the health and nutrition programs. Coordinate and support the Nutrition Coordinators and Field Coordinators in program development and management. Conduct supportive supervisory visits to the field sites to provide technical support to the field-based Health and Nutrition program/technical staff. In collaboration with the RTA, provide support for review of training materials, job aids and supervisory tools to health and Nutrition staff. Identify operations research questions, participate in protocol development and support and supervise research activities in collaboration with the RTA. Supervise and evaluate health and nutrition program staff in conjunction with program coordinators and field coordinators. Support the health and nutrition program staff to recruit, mentor and manage field and community-based health and nutrition program staff. In coordination with the Relief and Development Manager and HR Manager, conduct interviews and make recommendations for recruitment of new staff. Establish a supervisory system for the program staff and ensure that it is effectively implemented. Monitor the use of health program supplies. In collaboration with the RTA and project coordinators, initiate and contribute to the development of new health projects (proposal writing).  Representation Represent IOCC’s Health and Nutrition program at meetings with other NGOs, UN Organizations, Ministry of Public Health officials & local community leaders. Coordinate and develop partnerships and good working relationships with local and international partners, the Ministry of Public Health, donors and other organizations stakeholders implementing health and nutrition-related programs.  Managing Expenditures Monitor monthly expenditure and track health and nutrition program budgets to ensure that spending on the program is in line with the approved budgets. Authorize payments charged to the health and nutrition program budgets.  Program Monitoring & Reporting Document best practices, lessons learnt and any variations in the implementation plan that can be used to adjust the current or new programs. Work with program staff to prepare quarterly and annual donor reports. Plan and support timely baseline and end line surveys, and monitor data quality. Any other task as assigned by the Relief and Development Manager. Qualified applicants will possess: Knowledge, Skills and Abilities: Excellent leadership and team spirit. Excellent organizational, budget, project management, communication and writing skills. Experience in monitoring and evaluation of community-based health programs. Willingness to use personal car and to travel to the field. Fluency in written and spoken Arabic and English  Education:   Master’s degree in Public Health, Nutrition or related field  Experience:   At least 3 years’ experience working in health and nutrition programs. Minimum of two years’ experience working in a senior management position in an International Non-Governmental Organization. Experience with health and nutrition programs including primary health programs.  Working Conditions Stationed in IOCC’s main office in Mkalles with frequent visits to the field.
