Key Expert: Training & Communications Expert

The British Council has been shortlisted for the EU-funded ‘Technical Assistance to support Youth Development in Lebanon’ project (Ref: EuropeAid/135977/DH/SER/LB). We are currently preparing our tender. The overall objective of the project is to contribute to the institutional reform process for a better involvement of Government and Civil Society organisations in the public policy making process for youth development in Lebanon. The purpose of this contract is to enhance the capacities of the Ministry of Youth & Sports, the Youth Forum and other relevant stakeholders to become more engaged in addressing youth concerns, needs and ambitions in accordance with the National Youth Policy. We seek a ‘Key Expert: Training & Communications Expert’ (260 working days, full time) to be based in Lebanon. In this role the successful candidate will: -          work in coordination with the Team Leader -          be responsible for all tasks related to the training and awareness components of the project. -          Be responsible for strengthening the capacity of the staff of the Ministry of Youth & sports, Youth Forum and other relevant stakeholders as defined in the inception phase. -          undertake training needs assessments, develop training curricula and tools including manuals and guidelines covering several fields and implement and monitor training plans to the various target groups including relevant government officials and youth organisations in the main areas of this project.   The successful candidate will provide a CV that meets the following criteria: Qualifications and skills -          Minimum of a Master degree in Communication, media, Social Sciences, Human Resources Management (or Bachelor degree with equivalent 5 years of experience in the related fields); -          Excellent written and oral communication skills in English and Arabic. -          Knowledge of French is an asset.   General professional experience -          At least 10 years of relevant experience working in relevant contexts, but not limited to, institutional development, capacity development projects/programmes in relation to Youth Development. -          Experts not holding Master degree must possess additional 5 years of experience in related fields (i.e total of 15 years as general professional experience)   Specific professional experience -          A minimum of 2 years of experience in working with the media, communication and/or ICT companies to address visibility of youth issues and organising campaigns. -          Minimum of 5 years of experience in conducting training needs analysis/assessments and developing training programmes for a broad range of audiences from different institutional levels; -          Knowledge of youth related legislations in Lebanon is an asset -          Experience in the design and management of e-Learning materials is highly desirable. -          Experience in national government institutional strengthening and capacity development in areas related to the project is an asset. -          Experience in using social media for advocacy, campaign building, network and partnership building, etc. is an asset.
