Gender Based Violence Project Evaluation Consultant

Terms of Reference   Gender Based Violence Project Evaluation Consultant     THE PURPOSE OF CONSULTANCY   WVL has been implementing a pilot regional project on GBV in Lebanon in the past three years. The project ends in September 2015 and thus the consultancy aims to provide an evaluation of the project in alignment with the regional evaluation methodology.   EVALUATION METHODOLOGY   The methodology that will be adopted in Lebanon relies on conducting KIIs at national and local level ( in Dreib, AKKAR, north of Lebanon). The consultant will adapt the KII guides developed by the region to suit the Lebanon context and project interventions. A total of 24 KIIs are expected to be conducted with community members in AKKAR, WVL staff and national CSOs and stakeholders.    EXPECTED OUTPUTS   1.  Evaluation report in English (As per the WV Assessment Report Guidelines) 3. Report on root causes of GBV in Lebanon and problem trees for specific forms of violence agreed on with WV team.   TIMELINE   Expected end date: September 31, 2015   CONSULTANCY SPECIFIC TASKS   TASK Estimated # of working days Adapt and translate Evaluation tools 1 day Conduct KII in Akkar 1 day Conduct KIIs for national stakeholders and WV staff 2 days Analysis of KIIs 2 days Develop evaluation report 2 days Develop report on root causes of GBV and problem trees of specific issues agreed on with WV team 2 days Total Days 10 working days     CONSULTANT QUALIFICATIONS REQUIRED:   The Consultant should have the following competencies and experiences:   –        Advanced degree in relevant field (e.g. Social Sciences, Public Health, etc) –        Good understanding of gender concepts, –        Familiar with civil society and NGO engagement and work on gender issues –        Proven research expertise and evaluation of projects –        Strong arabic communication skills and English writing skills
