ROLE PURPOSE:
Under the management from the Deputy Area Manager, the MEAL Coordinator is responsible to ensure the correct implementation of all SCI MEAL systems in Bekaa region. The Coordinator will
Ensure efficiency of data collection and process, analysis of programme management information
Undertake the design and implementation of programme regular monitoring, reviews, evaluations and impact assessments;
Oversee the development, roll-out and day to day running of beneficiary accountability mechanisms;
Facilitate an informal process of continual learning about programme quality.

KEY AREAS OF ACCOUNTABILITY:
General Management
Responsible for the correct implementation of the SCI Lebanon MEAL Framework;
With Programme Managers, develop M&E Plans and related tools at grant start up and along the projects;
Ensure the appropriate resourcing of MEAL activities within new budgets;
Ensure that MEAL is effectively integrated into programme design, and contributes to programme objectives;
Contribute to annual planning and reporting processes, consistent with SCI operational requirements;
Identify recurring gaps in MEAL and programme quality themes, and actively address the causes;
Ensure that child participation and child safeguarding is integrated into design and delivery;
As a member of the Zahle SMT, ensure a conducive and productive work environment.
Manage staff performance in compliance with SCI Lebanon Policies;
Coach, mentor, and support opportunities for continual staff development;
Support adherence to child safeguarding policy.
Monitoring and Evaluation
Where necessary, design and support needs, baseline, and endline assessments and surveys;
Through data management analysis and other reporting tools, ensure high quality management information;
Manage the SCI standard output tracker for Zahle;
Design and manage internal and external evaluations and impact assessments, to ensure compliance with donor and SCI requirements, as well as accountability, transparency and programme learning.
Accountability
Contribute to a culture of accountability and transparency on the team;
Manage the design and roll-out of locally appropriate, financially viable, and effective complaints and response mechanisms;
Support and promote two-way beneficiary communications in activity and MEAL systems design.
Develop the accountability framework in line with the HAP 2010 principles.
Ensure appropriate documentation of SCL overall approach to working in partnership
Support partners to improve how partners put relevant parts of the accountability framework into practice.
Define and document the knowledge, skills, behaviors and attitudes that staff need to meet accountability commitments
Ensure that staff who interact with its partners understand the partnership agreements, the implications of the organization’s accountability framework for partners, and each partner’s obligations.
Define and document processes for sharing information with different stakeholders
share with the target communities which SCL aims to assist and other stakeholders information appropriate to their needs including but not limited to
Ensure that SCL staff identify themselves to people they aim to assist and other stakeholders.
Develop systems to enable target beneficiaries to provide feedback and influence or make decisions about the project in a way that is continuously adapted to the context and the intervention define and document a complaints procedure
Preparing, monitoring and evaluating the compliance aspects of SC Lebanon projects to accountability standards
Supervision of daily accountable protection activities, such as: the help desk during distribution and individual case management
Learning
Contribute to the facilitation of monthly programme meetings;
Contribute to the design and facilitation of programme learning processes, such as periodic or after -action reviews.
External relations & coordination
Represent SCI Lebanon in Zahle, and provide technical advice where necessary, to implementing partners;
Other representation as required.
Continuous coordination with all relevant stakeholders regarding the progress of the MEAL activities.
Ensure that multi sectoral other departments of the office understand and adhere to MEAL values.
Reporting:
Support reporting to donors by providing management information to programme managers on a timely basis;
Support other reporting processes as required
Reporting back verbally on the progress of the work, to the Programme and Area Managers, as often as needed;
Writing an evaluation report on the MEAL activities/team (achievements, challenges, recommendations, etc);
Other

QUALIFICATIONS AND EXPERIENCE
Degree in statistics, international development or other relevant field
Demonstrated experience in managing partnerships with NGOs / CSOs and government
2-3 years of monitoring evaluation, accountability and learning (MEAL) experience with at least 1 year staff management experience preferably with INGO(s)
Excellent time management skills
Strong experience in data collection and analysis
Strong experience in field work and community mobilization; and in training groups of beneficiaries
Fluency in written and spoken Arabic and English
Computer skills (especially Excel)
Strength in interpersonal, communication and presentation skills. Previous experience of liaising with the UN, national and donor governments and NGOs as advantage.
Flexibility and willingness to change work practices and hours, and capability to work in insecure environment
Available to travel in country
