Monitoring And Evaluation Officer

-       Coordinate revision of the programs strategy with key stakeholders to ensure an updated and shared understanding of the strategy and information needs. -       Negotiate approval for changes to the project strategy and processes with funding agencies and cooperating institutions. -       Ensure that an effective and participatory M&E system is established in as decentralized a manner as is possible and would be effective. -       Lead the successful implementation of all design monitoring and evaluation (DME) related initiatives -       Provide guidelines and standards for the design, implementation, monitoring and evaluation of all project interventions -       Ensure compliance with relevant norms and policies. -       Ensure that M&E related activities are successfully implemented and that relevant learning is documented, disseminated to relevant staff and stakeholders and used to inform future decisions; -       Develop and promote the implementation and use of quality program monitoring framework (tools and processes) and reporting, formats and proposal review systems -       Establish a comprehensive and an updated M&E tracking database for all projects -       Training of partners and target beneficiary communities is undertaken for quality participatory M&E -       Ensure appropriate Terms of Reference (ToR) for engaging qualified consultants to undertake projects and program assessments, baseline surveys and midterm and end of project evaluation -       Monitor all aspects of the program implementation to facilitate the realization of the program goals and outcomes.
