2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position. Accountability (key results that will be achieved) WASH and Shelter services provided to refugees and other persons of concern to UNHCR are based on UNHCR country and/or internationally recognized standards and policies. Sound technical support and advice are provided to country operation in the field of Shelter and WASH. Support to the coordination of Shelter and WASH Sector in the South   Responsibility (process and functions undertaken to achieve results) Strategy and Policy Support the implementation of UNHCR’s Strategic Plan for Shelter and WASH activities. In coordination with the Shelter and WASH Section at Branch Office adapt internationally accepted standards, policies, and guidelines for WASH and Shelter accordingly to the unique situation of UNHCR’s persons of concern and the country context. Support the Field Officer in coordinating the shelter and wash activities in the South, by providing technical advice on projects and ensuring alignment with the national WASH and Shelter Strategies and Standards.   Technical Assistance Under the supervision of the Field Officer and technical supervision of the Shelter and WASH experts at Branch Office, consolidate and Provide technical guidance and support to partners on all WASH and Shelter-related issues to ensure quality, cost effectiveness, sustainability and environmental soundness in their implementation. Act as a focal person on water, sanitation and hygiene promotion issues within UNHCR and liaise with UN related agencies and governmental and nongovernmental counterparts. Review on a regular basis in collaboration with partners the quantity and quality of water and sanitation services offered in the tented settlements, collective shelter, host communities and others and ensures the maintenance of records of WASH performance indicators for all locations. Review performance, undertake field verifications, monitor development and evaluate activities and approaches adopted by partners in WASH and Shelter sectors, sharing the results with the Field Officer and Shelter and WASH Sections at Branch Office Formulate appropriate designs and corrective measures with a particular focus on hygiene promotion, public health risk prevention and reduction as well as natural resources management in host communities, in consultation with the Shelter and WASH Sectors at national level. Promote community involvement and participation in all the different stages of the WASH and Shelter project cycle. Liaise with other sectors, particularly shelter, Health and Community Service, to locate, plan, implement and monitor WASH and shelter activities. Put measures in place to ensure that regular and accurate reports that analyse the challenges encountered in providing WASH services for beneficiaries are prepared and circulated. Participate in the preparation of all reports for management, boards, donors, budget reviews, budget reviews, programme analysis, monthly, annual reports etc. in a timely manner. Assist Field Officer in advising the selection of projects for donor appeals based on objective criteria and effective needs on the ground. Collect data from the field and received from WASH and Shelter Sector Members, analyze and interpret them in order to inform decision-making process and advice on strategic direction. Use excels and extracts data from Activity-Info and Refugee Assistance Information System (RAIS) for monitoring and coordination purpose. Carry out any other tasks as may be requested.     Advocacy   Advocate on all issues relating to WASH and Shelter of refugees and other persons of concern to UNHCR both within and outside of UNHCR. Work with others in UNHCR to advocate for access to refugees and other persons of concern to WASH and Shelter services in national and regional plans and proposals   Authority (decisions made in executing responsibilities and to achieve results)    Update detailed needs and resource assessments and revise designs of technical plans as necessary taking into account practical aspects of implementation, and relevant technical specifications and guidelines. In coordination and consultation with the Shelter and WASH Section/Sectors, initiate and promote appropriate technologies and innovation in all field WASH and Shelter programmes. Participate in WASH and Shelter Sector and coordination meetings as well as in Technical monitoring of activities. Meet with municipalities and South Lebanon Water Establishment to share information, coordinate and inquire about their challenges and needs

-University degree in civil/structural engineering or water and sanitation engineering / water resources development and/or postgraduate degree in one of the civil engineering disciplines (water supply and/or hydrology) or sanitation/hygiene engineering
-Minimum 4 years of professional working experience in related field, including collaboration with different international oganizations and donors.
-Ability to coordinate a range of diverse actors and activities to achieve a common objective in the area of WASH and Shelter is essential.
-Demonstrated experience in organizing and conducting training activities and information campaigns in the areas of environmental sanitation, natural resources management, water quality, bore-hole drilling, vector control and appropriate technologies are important elements for this post.
-Good knowledge about construction and particularly rehabilitation and conversion of existing buildings.
-Proven technical expertise in area of WASH assessment including surveys, programme implementation, monitoring and evaluation, and coordination is required.
-Knowledge and experience of working with local partner agencies with a capacity to provide formal and informal training.
-Proficiency in basic computer software such as Excel, Powerpoint, Word.
-Excellent knowledge of English (written /oral /comprehension) and Arabic is essential.
-Capacity to work with multi sectorial teams to ensure that relevant issues related to the site/settlement planning are taken into consideration such as the development/maintenance of various infrastructures required
